Frances "Cecelia" Wallace was born on December 9, 1931 in Bel Alton, MD. She was the daughter of the late John Phillip Smoot and the late Louise Smoot. On Thursday, April 12, 2007, Cecelia departed this life and entered into eternal rest with Jesus Christ while hospitalized at John Hopkins Hospital in Baltimore, MD.
Frances fondly known of as Cecelia was a life long resident of Charles County and a member of St. Mary Star of the Sea Catholic Church, Indian Head, Maryland. She attended the Charles County Schools and obtained a high school diploma. Cecelia was a devoted wife, mother, grandmother, sister, aunt and friend. She enjoyed spending time with her family and celebrating Thanksgiving and Christmas holidays. She loved the outdoors (especially the spring and summer seasons) often times you would find her planting and rearranging flowers. Cecelia was very active in her community and belonged to many organizations. She was a member on the Council program sponsored by the Knights of Columbus. She received honors and certificates of appreciation from the County Commissioner of Charles County for her support to the rehabilitation of the Woodland Village water system project in 1985. Cecelia was awarded "Very Important Parent" for services she provided to the Charles County Chapter I Schools "Operation Step-up" Program in 1987 and 1988. She did volunteer services for the Indian Head Elementary School and was noted for her outstanding contributions to the school. Cecelia also received recognition of "Outstanding Volunteer Services" rendered to the Youth and Teachers in the Charles County Public Schools in 1988. Cecelia was nominated and congratulated as one of Charles County's Most Beautiful in the Second Annual "You are Beautiful" Program awarded on behalf of the County Commissioner of Charles County for exceptional contributions to the community by citizens of Charles County. Cecelia was an active member of the Bel Alton Alumni Association and her efforts are a result of the on-going success of that organization. Cecelia was united in marriage to Raymond Horace Wallace Sr., on December 27, 1957. Cecelia's memories will be cherished by her devoted and loving husband of fifty years. Her eight children: Patrick and Patricia Smoot, Raymond Jr., (wife Joan) Michael (wife Cherie), Janette Yates (husband Cyril), Andre (wife Rita), Kelvin Wallace (wife Tornnette), and Annette West (husband Eugene); three sisters: Mary Yates, Elizabeth Smoot and Rosalee Reeves; four brothers: John, James, Thomas and Robert Smoot. Cecelia also has a host of grandchildren, great grandchildren, sisters and brothers in law, nieces, nephews, other relatives and friends. In addition to her parents, Cecelia was preceded in death by her sister, Theresa Kendrick and granddaughter, Shaneka Wallace-Cobey. Her Viewing will be held on Tuesday, April 17th from 9:00 am until Mass of Christian Burial, 11:00 am at St. Mary Star of the Sea Catholic Church, 30 Mattingly Avenue, Indian Head, Maryland.
