On August 19, 1950, in Washington, PA, a bouncing baby boy of almost 10 pounds was born to Clinoth and Rosa Colbert. He was the first of four children. DeWayne attended Sixth Ward School in Washington, PA where he learned to play the Clarinet. He also was a member of the Cub Scouts. In 1962, his family moved to Washington, DC where he quickly made friends before moving to Maryland in 1966, where he attended Central Sr. High. DeWayne was a self-taught and accomplished rhythm guitar player, and an original member of the local singing group The Casuals.

Following his father's example, he joined the Navy in 1969, stationed in Jacksonville, Florida. He received an honorable discharge from the Navy and shortly thereafter began his career in law enforcement. His introduction to law enforcement began as a correctional officer at the detention center in Upper Marlboro, MD. From there he became a police officer in Seat Pleasant, MD. His next stop on his law enforcement journey took him to Charles County, MD where he joined the Charles County Sheriff's Department. His career in photography began there as a member of the Crime Lab as a crime scene photographer. DeWayne continued in photography and was hired to take scenic photos for a resort in the Bahamas, countless weddings, and private photos. You could always depend on DeWayne to take beautiful pictures of family and friends. He later became a federal officer at the National Zoo in Washington, DC, Deputy Chief and Chief of Police in Mt. Rainier, MD and Chief of Police at the Naval Warfare Center in Indian Head, MD. Before his sudden death, DeWayne was a Senior Special Agent for the Federal Investigative Services, Ft. Meade, MD and a member of the Fraternal Order of Police.

DeWayne truly loved the Lord, and never missed an opportunity to witness to anyone he felt in need of salvation. He began his Christian walk as a child as a member of Nazareth Baptist Church in Washington, PA, where he was baptized at the age of 10. As a member of Faith Christian Church in White Plains, MD, he joined the prison ministry in hopes of saving souls. He then joined LaPlata Baptist Church in Charles County, MD. He was especially proud to have two first cousins as ordained ministers, James Lee, Sr. and Anthony Wingfield. Through the years, he continued his walk of faith, until the Lord called him home late at night, January 26, 2006.

DeWayne and Patricia Ann Price were married on May 28, 1983, and he welcomed the role of stepfather to her daughter Sylvia. He leaves to cherish his memory, his loving wife Pat, his stepdaughter Sylvia Makle, 3 grandchildren who were his world: Chantelle, Christopher "C.J." and TyreIl, 3 great-grandchildren: D'Asia, Jacquez and Justice, all of Charles County, MD; his parents Clinoth and Rosa Colbert, sister Debra, brothers Ronald and Larry, and a dear nephew Branden, all of Fort Washington, MD. In addition, mother-in-law Rebecca Price of Charles County, MD; 2 aunts: Virginia "Cookie" Brown of Washington, PA and Inez Bailey of Bessemer, AL; 2 uncles: Willie Bailey of Bessemer, AL and Clarence Lee, Sr. of Seat Pleasant, MD; 4 sisters-in-law: Martha, Linda and Janice Price, Jacqueline Yates, 3 brothers- in-law: Calvin, Jeffrey and Sonny Price, all of Charles, County, MD; numerous loving cousins, nieces, nephews, friends, and a long-time devoted friend, Dwight Miller.

DeWayne cherished his family, and has now joined his loving grandfathers, both whom he called "Pap Pap," Lee Colbert and James Bailey; his grandmothers Frances Colbert and Ella Mae Bailey; "Na Na" Dorothy Bailey; his aunts Anna Mae and Louise Colbert, Alberta Artis, Oda Belle Lee, Bernice Bailey, Fannie Smith, and Margaret White; his uncles Edward and John Colbert, Johnnie Bailey, Charles White, and Lowell Artis; a special nephew Eric Staton Colbert, other relatives and friends, for a joyous celebration in heaven.
