Howard Robert Portnoy, a devoted husband, father, grandfather, great-grandfather and proud retired officer of the United States (U.S.) Navy, passed away peacefully on August 19, 2025, at Charlotte Hall Veterans' Home in Charlotte Hall, Maryland, at the age of 98.

Born on August 14, 1927, in New York City to Nathan and Sadye Portnoy, Howard lived a life defined by family, military service and a love for books and history. After graduating from the U.S. Naval Academy, he had a distinguished career in the U.S. Navy, where he retired after 30 years at the rank of Captain. He continued his dedication to national service as a defense contractor for the Federal Government.

On January 8, 1956, Howard married the love of his life, Paula Fox Portnoy. Together, they raised three children: Susan (Eric) Raps of San Rafael, California, Diane Lee Portnoy of San Francisco, California and Ralph (Janice) Portnoy of Hollywood, Maryland. His family was his pride and joy, and his legacy continues through his grandchildren—Natalie (Doug) Farren, Jacob Portnoy and Elena Portnoy—and his great-grandson, Wyatt Farren.

Howard was known for his sharp intellect, dry wit, and unwavering curiosity. A lifelong reader and lover of military history, he could often be found immersed in a book or engaged in thoughtful discussion about historical events, particularly those relating to his service.

He is predeceased by his beloved wife, Paula, his parents and his sister, Miriam Selman.

Howard Robert Portnoy will be laid to rest with military honors at Arlington National Cemetery, a fitting tribute to a life spent in service to his country.

He will be deeply missed and forever remembered by his family and all who knew him. In lieu of flowers, donations in his name can be made to a charity of your choice.
