Frances Dolores Briscoe was born on September 9, 1949 to the late James C. and Catherine E. Collins-Briscoe in Clements, Maryland. On January 23, 2022, Frances received her wings to be with the Lord. She attended The Immaculate Conception Church in Mechanicsville, Maryland when she went home to visit family. While living in Washington, D.C., she was a faithful and lifelong member of St. Anthony Catholic Church and St. John Baptist De La Salle Catholic Church. She was educated in the St. Mary's County Public School system, graduating from Chopticon High School in 1968.

Frances received her Cosmetology License from DC Beauty Academy and she earned credits at The University of the District of Columbia. She was employed at the Hecht's Company as a bookkeeper. After 30 years of service and earning numerous awards at The Department of Consumer and Regulatory Affairs for the DC government, she retired in 2003.

Her fashion journey began with her learning seamstress skills from her mother as well as sewing classes in high school. Because of these skills she was able to design and make her own wardrobe. She loved all bright colors especially red; it was her favorite. Her love for fashion showed in her style of dress which included her infamous scarves, hats, and gloves to make her outfits stand out. She always had a chic red purse to go along with it.

Frances had many passions such as collecting owls. She loved to watch westerns and soap operas. She also enjoyed watching baseball and football. The Washington Nationals and The Washington Redskins were her favorite teams. She loved to listen to music, especially the Oldies and Goodies, as well as hand dancing to them. Frances would frequent different restaurants because of her love for foods and desserts.

She had an infectious smile that always made you feel welcome and loved. Her love and affection for people extended to her coworkers and anyone she met. All her nieces and nephews loved her dearly and she called them her babies. Her little nieces could always get a dab of perfume and their nails polished when they visited her.

She was preceded in death by her parents; brother, Mark Briscoe and goddaughter, Tawana M. Butler.

Frances leaves to cherish her memory her loving siblings, Mary A. Gray, James C. Briscoe, Jr. (Mary), Margaret B. Medley, Helen E. Butler, John H. Briscoe (Elizabeth), Shirley C. Briscoe, Sharon B. Greenwood-Staten (David), Ronald V. Briscoe (Donna), Judy M. Nelson, Robert M. Briscoe (Linda), Martha L. Greene, David L. Briscoe, Sr. (Sharra), Jane M. Hebb (Michael), Edna M. Holton-Gordon (Leon); sister-in-law, Gladys M. Briscoe; godson, David L. Briscoe, Jr., nieces, nephews, cousins, family members, and friends.

Family and friends will unite on Thursday, February 10, 2022, for visitation at 10 am until Mass of Christian Burial at 11 am at Immaculate Conception Church, 28297 Old Village Rd, Mechanicsville, MD 20659. Interment to follow at Charles Memorial Gardens, Leonardtown, MD.
