Daughter of Louise Morgan and Daniel R. Blair Sr. who passed in 1974.

She has two brothers, Daniel Blair and Steven Blair; three sisters, Sharon Sisco, Karen Ramsey, and Samatha Zeigler; three brothers-in-law and one sister-in-law, three nieces, and two nephews.

She has one daughter, Danielle White and a granddaughter, Allisa, who is 10 months old.

Debra was born in Germany on Nov. 18, 1957. She lived in Lexington Park, Maryland and Hawaii where she worked on cruise ships. She also lived in Ocean City and the Florida Keys.
