William Richard Salter or "Bill" as his friends called him, departed on July 5, 2015 at 1 p.m. of natural causes at the Charlotte Hall Veterans Home where he had been a resident in the Assisted Living facility for ten years. He was surrounded by his daughter and son-in-law, Bonnie and Nelson Miranda, at the time of death, as well as the devoted and skilled nursing staff at the facility.
Bill was born in Sasser, Georgia on July 11, 1924 and was the 13th child of 14 of Jesse and Sally Salter. Bill served his Country as a Marine during WWII, and then as an Airman during the Korean conflict where he spent over two years in Korea and Japan. He also served in the Merchant Marines where he traveled the world and was on the Benjamin Harrison Merchant Ship when it was torpedoed by the Germans. Bill was exceptional at baseball and spent time playing in the Mexican league. Afterwards, he returned to Los Angeles where he trained and worked with the Los Angeles Police Department. Bill eventually returned to college and attended Northeast Louisiana State University where he also served as President of the Veterans Association. A short time later, he was recruited as a civilian working with the government and again, began traveling the world where he eventually met Lorraine Anne Waterfield, and was married in St. John's, Newfoundland in 1957. Bill and Lorraine traveled and lived in Massachusetts, Oklahoma, and Louisiana, before settling in Maryland where he worked for the DC Department of Corrections, ran the training academy, and served as their local AFGE President. Bill lost Lorraine on June 16, 2005 on their 48th wedding anniversary. Bill is survived by his two daughters, Irma Leanne Beck and Bonnie Jean Miranda, his son-in-law Nelson Miranda, and three grandchildren and daughter in law, Julia Marie Beck, Nelson Ryan Miranda and his wife Ashley Marie, and William Bradford Miranda. He will also be greatly missed by members of the Miranda family who he celebrated with during holidays and family gatherings. The family gives special thanks to the management team and residents of Charlotte Hall Veterans Home who shared great camaraderie, and especially to the nursing staff who cared for him for so many years and went the extra mile during his final days to keep him comfortable and safe.
