WASHINGTON (March 12, 2022)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

Northrop Grumman System Corp., San Diego, California, is awarded a $97,314,948 modification (P00007) to a previously awarded cost-plus-fixed-fee contract (N0001921C0060). This modification exercises options to provide continued test, maintenance, logistics and sustainment engineering support for MQ-4C Triton air vehicles, mission control and operator training systems. This modification also provides continued field service representative's technical support to ensure that the MQ-4C Triton unmanned aerial system (UAS) aircraft are mission-capable for intelligence, surveillance and reconnaissance missions supporting aircraft early operational capability and initial operating capability. Additionally, this modification provides continued reach-back engineering support for both the Navy and the government of Australia MQ-4C Triton UAS assets. Work will be performed in Patuxent River, Maryland (36.5%); San Diego, California (22.5%); Jacksonville, Florida (7.7%); Mayport, Florida (6.5%); Baltimore, Maryland (5.3%); various locations outside the continental U.S. (12.7%); and various locations within the continental U.S. (8.8%), and is expected to be completed in March 2023. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $40,000,000; fiscal 2022 operations and maintenance (Navy) funds in the amount of $2,976,100; fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $1,000; fiscal 2021 aircraft procurement (Navy) funds in the amount of $3,000,000; and foreign cooperative project funds in the amount of $238,232 will be obligated at the time of award, $2,976,100 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Astro Machine Works Inc. Ephrata, Pennsylvania (N0017822D4401); M&S Machining Inc. Winchester, Kentucky (N0017822D4402); and Military Systems Group Inc., Nashville, Tennessee (N0017822D4403), are awarded a combined $72,600,000 firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contract for the manufacture, assembly, inspection, and delivery of Gun Weapon Systems components. Each awardee will be awarded $500 (minimum contract guarantee per awardee) at contract award. Work will be performed in the states of Winchester, Kentucky; Ephrata, Pennsylvania; Nashville, Tennessee; and Pulaski, Tennessee. Work is expected to be completed by March 2027. Fiscal 2020 Department of Defense (DoD) procurement funding in the amount of $1,000; and fiscal 2022 research, development, test and evaluation (DoD) funding in the amount of $500 will be obligated at the time of award. The fiscal 2020 DoD procurement funding will expire at the end of the current fiscal year. All other funding will be made available at the delivery order level as contracting actions occur. This contract was competitively procured via the Federal Business Opportunities website, with four complete offers received. AVIAN Inc., Lexington Park, Maryland, is awarded a $12,077,437 cost-plus-fixed-fee, cost reimbursable contract. This contract provides engineering, program management and administrative support for the design, execution, analysis, evaluation, and reporting of tests and experiments for various aircraft, unmanned air systems, weapons, and weapons systems in support of the Test and Evaluation Program Leadership Division within the Naval Test Wing Atlantic at the Naval Air Warfare Center Aircraft Division. Work will be performed in Patuxent River, Maryland, and is expected to be completed in April 2023. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $210,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was competitively procured via a small business set aside, three offers were received. The Naval Air Warfare Aircraft Division, Patuxent River, Maryland, is the contracting activity (N0042122C0020).

Contracts For March 9, 2022

EGI HSU JV LLC, Rockville, Maryland, is awarded a $9,526,683 firm-fixed-price task order (N4008022F4073) under a multiple award construction contract (N40080-21-D-0027) for renovation of "A" Wing, Building 1500, at Naval Support Facility Dahlgren. The work to be performed provides for the interior renovation and conversion of current spaces to provide admin offices and support spaces. It will also provide upgrades for existing spaces, including lab rooms, toilet rooms, mechanical rooms, electrical rooms, workshop, and loading areas, as well as exterior window replacement, electric panel replacement, and lightning protection. Work will be performed in Dahlgren, Virginia, and is expected to be completed by January 2024. Fiscal 2022 working capital (Navy) contract funds in the amount of $9,526,683 will be obligated on this award and will expire at the end of the current fiscal year. Six proposals were received for this task order. The Naval Facilities Engineering Systems Command, Washington, Public Works Department South Potomac, Dahlgren, Virginia, is the contracting activity.

Contracts For March 10, 2022

Rolls-Royce Corp., Indianapolis, Indiana, is awarded a $52,507,515 firm-fixed-price modification (P00010) to a previously awarded indefinite-delivery requirements contract (N6134019D0004). This modification establishes an option to extend services and adds flight hours for intermediate and depot level maintenance, logistics and engineering support for approximately 210 in-service T-45 F405-RR-401 Adour engines. Work will be performed in Meridian, Mississippi (47%); Kingsville, Texas (46%); Pensacola, Florida (6%); and Patuxent River, Maryland (1%), and is expected to be completed in June 2022. No funds are being obligated at time of award; funds will be obligated on individual orders as they are issued. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Bell Boeing Joint Project Office, Amarillo, Texas, is awarded a $24,811,785 cost-plus-fixed-fee, level of effort modification (P00004) to an order (N0001921F0008) against a previously issued basic ordering agreement (N0001917G0002). This modification exercises an option to provide continued flight test support for the V-22 aircraft in support of the Navy, Air Force, and Foreign Military Sales customers. Work will be performed in Patuxent River, Maryland (70%); Philadelphia, Pennsylvania (15%); Fort Worth, Texas (10%); and Hurlburt Field, Florida (5%), and is expected to be completed in March 2023. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $11,827,687; fiscal 2022 aircraft procurement (Navy) funds in the amount of $7,288,422; fiscal 2022 aircraft procurement (Air Force) funds in the amount of $1,474,722; and Foreign Military Sales funds in the amount of $1,566,301 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Northrop Grumman Systems Corp., Melbourne, Florida, is awarded a $17,898,498 firm-fixed-price, cost-plus-fixed-fee modification (P00010) to an order (N0001920F0025) against a previously issued basic ordering agreement (N0001915G0026). This modification adds scope to provide for the production, delivery, and installation of Link 16 Crypto-Modernization/Hybrid Beyond Line of Sight capabilities on 15 E-2D Advanced Hawkeye aircraft. Work will be performed in Melbourne, Florida (36%); Norfolk, Virginia (17%); Rolling Meadows, Illinois (13%); San Diego, California (10%); Ronkonkoma, New York (6%); Bethpage, New York (3%); and various locations within the continental U.S. (15%), and is expected to be completed in May 2023. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $17,898,498 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Bell Boeing Joint Project Office, Amarillo, Texas, is awarded a $24,250,750 modification (P00052) to a previously awarded cost-plus-fixed-fee contract (N0001917C0015). This modification increases scope to provide additional MV-22 Common Configuration Readiness and Modernization in-service and over and above repair support. Work will be performed in Ridley Park, Pennsylvania (91%); and Fort Worth, Texas (9%), and is expected to be completed in June 2023. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $24,200,000; and fiscal 2022 operations and maintenance (Navy) funds in the amount of $50,750 will be obligated at the time of award, $50,750 of which will expire at the end of the current fiscal year.
