Local Navy Contract Awards

WASHINGTON (Dec. 2, 2016)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

Contracts for Nov. 28, 2016

Rolls-Royce Corp., Indianapolis, Indiana, is being awarded $41,130,145 for modification P00006 to a previously awarded, firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N00019-15-D-0019) to provide MissionCare maintenance support for the V-22 AE1107C engines for the Marine Corps and Air Force. MissionCare is a performance-based logistics concept that includes the following: an engine hourly charge based on hours flown, program management, which covers integrated logistics support, including support equipment requirements data, supportability analysis data and updates, configuration management tracking, formal training, supply management, and contract/business administration; site support, which covers informal technical training, maintenance technical advice, engineering support, and engine repair. Work will be performed in Oakland, California (80 percent); and Indianapolis, Indiana (20 percent), and is expected to be completed in May 2017. No funding will be obligated at time of award. Funds will be obligated on individual task orders as they are issued. The Naval Air Systems Command, Patuxent River, Maryland is the contracting activity.

Contracts for Nov. 29, 2016

Bell Helicopter Textron Inc., Ft. Worth, Texas, is being awarded $12,091,480 for modification P000010 to a previously awarded firm-fixed-price contract (N00019-14-C-0022) for four Bell 407 GPX helicopter airframes in support of the MQ-8C Fire Scout. Work will be performed in Ozark, Alabama (75 percent); and Broussard, Louisiana (25 percent), and is expected to be completed in March 2017. Fiscal 2016 aircraft procurement (Navy) funds in the amount of $12,091,480 will be obligated at time of award, none of which will expire at the end of the fiscal year. Melwood Horticultural Training Center Inc., Upper Marlboro, Maryland, is being awarded $7,483,369 for modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N40080-16-D-0303) to exercise the first option period for custodial services located at the U.S. Naval Academy Complex. The work to be performed provides for custodial services such as trash removal, cleaning, vacuuming, floor cleaning and scrubbing, re-lamping, specialized cleaning of the John Paul Jones Crypt, and basketball floor installation and removal. After award of this option, the total cumulative contract value will be $16,591,719. Work will be performed at various installations in Annapolis, Maryland, is expected to be completed November 2017. Fiscal 2017 operations and maintenance (Navy) contract funds in the amount of $7,483,369 are obligated on this award and will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Washington, Public Works Department, Annapolis, Maryland, is the contracting activity.

Contracts for Nov. 30, 2016

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is being awarded a $309,820,767 not-to-exceed undefinitized contract for propulsion system services in support of the F-35 Joint Strike Fighter aircraft for the Navy, Air Force, Marine Corps, non-U.S. Department of Defense (DoD) participants and foreign military sales (FMS) customers. This effort includes hardware, training course materials and equipment. Work will be performed in East Hartford, Connecticut (73 percent); Oklahoma City, Oklahoma (18 percent); Camari, Italy (3 percent); Eglin Air Force Base , Florida (2 percent); Edwards Air Force Base, California (1 percent); Hill Air Force Base, Utah (1 percent); Luke Air Force Base, Arizona (1 percent); and Beaufort Marine Corps Air Station, South Carolina (1 percent), and is expected to be completed in November 2017. Fiscal 2017 aircraft procurement (Air Force, Navy, Marine Corp) funds; fiscal 2017 operations and maintenance (Air Force, Navy, Marine Corp) funds; non-U.S. DoD participants; and FMS funds in the amount of $107,143,051 are being obligated on this award, $31,662,215 of which will expire at the end of the current fiscal year. This contract combines purchases for the Air Force ($114,279,197; 37 percent); Marine Corps; ($109,133,325; 35 percent); Navy ($23,717,338; 8 percent); international partners ($45,137,086; 14 percent); and FMS customers ($17,553,819; 6 percent) under the FMS Program. Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded $8,536,727 for modification P00058 to a previously awarded fixed-price-incentive-firm target for the Lot 17-21 multi-year contract (N00019-12-C-2001). This modification is for the incorporation of Engine Thermo Couple, Traffic Control Avoidance System and drive tube engineering change proposals into theV-22 production aircraft in support of the Air Force, Navy, and the government of Japan. Work will be performed in Ridley Park, Pennsylvania (68 percent); Olathe, Kansas (26 percent); and Fort Worth, Texas (6 percent), and is expected to be completed in May 2020. Fiscal 2016 aircraft procurement (Air Force, Navy); fiscal 2017 aircraft procurement (Navy); and foreign military sales funding in the amount of $7,034,874 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This order combines purchases for the Air Force ($21,368; 0.3 percent); Navy ($6,127,274; 71.8 percent); and the government of Japan ($2,388,085; 27.9 percent) under the Foreign Military Sales Program. Contracts for Dec. 01, 2016

The Boeing Co., St. Louis, Missouri, is being awarded a $37,962,743 modification (P0007) to a previously awarded cost-plus-fixed-fee indefinite-delivery, indefinite-quantity contract (N00019-15-D-1000). This modification provides for post-production sustainment engineering and integrated logistics services in support of the T/AV-8B for the Marine Corps and the governments of Spain and Italy. Engineering support services to be provided include engineering analyses, suitability evaluations, effectiveness evaluations and on-site support of failure, incident, and development of repair concepts, engineering and accident investigations, and investigation and generation of technical alerts. Integrated logistics support services include a Harrier data library, rapid action minor engineering changes, source maintenance and recoverability code changes, rapid manufacturing capability support, technical directives and interim change notices. Work will be performed in St. Louis, Missouri (77 percent); Preston, Lancashire, England (18 percent); Cherry Point, North Carolina (3 percent); Yuma, Arizona (1 percent); and Philadelphia, Pennsylvania (1 percent), and is expected to be completed in November 2018. No funding will be obligated at time of award. Funds will be obligated against individual delivery orders as they are issued. This contract combines purchases for the Marine Corps ($35,861,441; 94.4 percent); and the governments of Spain ($1,050,651; 2.8 percent); and Italy ($1,050,651; 2.8 percent) under a memorandum of understanding. The Boeing Co., St. Louis, Missouri, is being awarded $29,867,702 for firm-fixed-price delivery order 1001 against a previously issued basic ordering agreement (N00019-16-G-0001) to integrate a Link-16 Tactical Datalink capability into 73 Radar variant AV-8B Harrier aircraft in support of the Marine Corps, including terminal kits and accompanying aircraft wiring and installation hardware kits. Work will be performed in Carlsbad, California (70 percent); St. Louis, Missouri (20 percent); Philadelphia, Pennsylvania (5 percent); and Huntington Beach, California (5 percent), and is expected to be completed in August 2019. Fiscal 2016 and 2017 aircraft procurement (Navy) funds in the amount of $11,047,267 will be obligated at time of award, none of which will expire at the end of the fiscal year. L-3 Communications Vertex Aerospace, Madison, Mississippi, is being awarded $13,674,743 for firm-fixed-price modification P00058 to a previously awarded indefinite-delivery requirements contract (N00019-11-D-0010) for aircraft maintenance and logistics life cycle support for 49 C-12 aircraft. Work will be performed in Corpus Christi, Texas (42 percent); Patuxent River, Maryland (6 percent); Guantanamo Bay, Cuba (6 percent); Manama, Bahrain (6 percent); Atsugi, Japan (6 percent); Beaufort, South Carolina (4 percent); San Angelo, Texas (4 percent); Yuma, Arizona (4 percent); New Orleans, Louisiana (4 percent); Iwakuni, Japan (4 percent); New River, North Carolina (3 percent); Kadena, Japan (3 percent); Manassas, Virginia (2 percent); Miramar, California (2 percent); Futenma, Japan (2 percent); and Misawa, Japan (2 percent), and is expected to be completed in March 2017. Funds will not be obligated at time of award; funds will be obligated on individual delivery orders as they are issued.
