Local Navy Contract Awards

WASHINGTON (, 2016)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

Contracts for Nov. 18, 2016

Applied Technology Inc., King George, Virginia, is being awarded a maximum value $38,000,000 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee orders contract for scientific and engineering support for advanced electronic warfare techniques. The initial task order for $8,007,515 will be incrementally funded at time of award in the amount of $465,000. Work will be performed at the Naval Research Laboratory, Washington, District of Columbia (90 percent); and the contractor facility in King George, Virginia (10 percent), and is expected to be completed Nov. 17, 2021. Fiscal 2017 working capital funds (Navy) in the amount of $465, 000 will be obligated at the time of award. No funds will expire at the end of the current fiscal year. This contract was competitively procured under solicitation N00173-14-R-KC02 for which one offer was received. The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity (N00173-17-D-2003).

Contracts for Nov. 21, 2016

DynCorp International LLC, Fort Worth, Texas, is being awarded a $38,147,231 modification (P000094) to a previously awarded cost-plus-fixed-fee contract (N00421-11-C-0033) to exercise an option for organizational level maintenance and logistics support for all aircraft and support equipment for which the Naval Test Wing Atlantic has maintenance responsibility. This includes all rotary, fixed, lighter-than-air, and unmanned aircraft on-site for project testing, transient aircraft, loaner aircraft, leased aircraft, and tested civilian aircraft assigned to the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland. In addition, this option provides supportability/safety studies and off-site aircraft safety/spill containment patrols and aircraft recovery services. Work will be performed in Patuxent River, Maryland, and is expected to be completed in March 2017. Fiscal 2017 working capital funds (Navy) in the amount of $21,334,000 will be obligated at time of award, and will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Iridium Satellite LLC, McLean, Virginia, is being awarded an $8,708,119 cost-plus-fixed-fee contract to support commercial satellite-based network services for the Department of Defense in the areas of satellite, ground node, user equipment/terminal software and hardware development, integration, and testing. This is a follow-on requirement to procure continued communication support services that may be implemented for use in tactical, operational, and strategic-level activities. This effort will include enhancements to the existing Distributed Tactical Communications System Phase 3 and Advanced Concepts Development Support Services. This contract includes options which, if exercised, would bring the cumulative value of this contract to $45,807,778. Work will be performed in McLean, Virginia (50 percent); and Tempe, Arizona (50 percent), and is expected to be complete by November 2021. Fiscal 2016 research, development, training and evaluation funding in the amount of $250,000 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was awarded on a sole-source basis in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Surface Warfare Center Dahlgren Division, Dahlgren, Virginia, is the contracting activity (N00178-17-C-0001).

Contracts for Nov. 22, 2016

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $267,250,000 modification (P00042) to a previously awarded cost-plus-incentive-fee, fixed-price incentive (firm target) contract (N00019-09-D-0008) for additional joint performance-based logistics support for the Marine Corps MV-22, and the Air Force and Special Operations Command CV-22 aircraft. Work will be performed in Fort Worth, Texas (40 percent); Ridley Park, Pennsylvania (40 percent); New River, North Carolina (3.9 percent); Hurlburt Field, Florida (3.9 percent); Miramar, California (3.8 percent); Cannon, New Mexico (1 percent); Quantico, Virginia (0.6 percent); Kirtland, New Mexico (0.6 percent); Camp Pendleton, California (0.3 percent); Cherry Point, North Carolina (0.3 percent); Yuma, Arizona (0.2 percent); Kaneohe Bay, Hawaii (0.2 percent); Norfolk, Virginia (0.2); and various locations outside the continental U.S. (5 percent), and is expected to be completed in November 2018. Fiscal 2017 operations and maintenance (Navy) funds in the amount of $69,921,463; fiscal 2017 operations and maintenance (Special Operations Command) funds in the amount of $41,156, 000; fiscal 2017 operations and maintenance (Air Force) funds in the amount of $4,409,537; and fiscal 2017 aircraft procurement (Navy) funds in the amount of $16,000,000 will be obligated at time of award, $115,487,000 of which will expire at the end of the current fiscal year. This modification combines purchases for the Navy ($174,679,463); Special Operations Command ($83,531,000); and the Air Force ($9,039,537). Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded a $14,709,000 modification (P00002) to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-16-D-1000) to exercise an option for VH-3D/VH-60 Executive Helicopter Special Progressive Aircraft Rework sustainment support services. Services to be provided include security, project engineering, integrated logistics support, VIP Helicopter training, and program support for the Presidential Helicopters Program. Work will be performed in Stratford, Connecticut (88 percent); and Quantico, Virginia (12 percent). Work is expected to be completed by December 2017. Fiscal 2017 operations and maintenance funds (Navy) in the amount of $6,000,000 will be obligated at time of award, all of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is being awarded a $12,883,162 modification (P00009) to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N00421-12-D-0003) for additional maintenance, manufacturing of parts, instrumentation and engineering support for all models of the F/A-18 and EA-18G aircraft to include ground and flight test programs conducted at the Naval Air Warfare Center Aircraft Division. Work will be performed in Patuxent River, Maryland, and is expected to be completed by September 2017. No funding will be obligated at time of award. Funds will be obligated on individual task orders as they are issued. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Raytheon Co., El Segundo, California, is being awarded a $9,003,960 modification (01) to a fixed-price-incentive order (000501) against a previously issued basic ordering agreement (N00019-15-G-0003) to manufacture and deliver three AN/APG-79 Active Electronically Scanned Array Radars in support of the F/A-18 E/F and EA-18 aircraft. Work will be performed in Forest, Mississippi (48 percent); Dallas, Texas (31 percent); El Segundo, California (13 percent); and Andover, Massachusetts (8 percent), and is expected to be completed in August 2018. Fiscal 2016 aircraft procurement (Navy) funds in the amount of $9,003,960 will be obligated on this award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Contracts for Nov. 23, 2016

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $7,189,297,142 undefinitized not-to-exceed modification to the previously awarded low-rate initial production Lot 10 F-35 Lightning II advance acquisition contract (N00019-15-C-0003). This modification provides for the procurement of 90 aircraft, comprised of 76 F-35A aircraft for the Air Force (44), non-U.S. Department of Defense (DoD) participants (16), and Foreign Military Sales (FMS) customers (16); 12 F-35B aircraft for the Marine Corps (9), and non-U.S. DoD participants (3); and two F-35C aircraft for the Navy. In addition, this modification provides for diminishing manufacturing and material shortages redesign and management; non-recurring engineering, changes to correct deficiencies resulting from concurrency between systems development and demonstration and production; and unique requirements for non-U.S. participants and FMS customers. Work will be performed in Fort Worth, Texas (30 percent); El Segundo, California (25 percent); Warton, United Kingdom (20 percent); Orlando, Florida (10 percent); Nashua, New Hampshire (5 percent); Nagoya, Japan (5 percent); and Baltimore, Maryland (5 percent), and is expected to be completed in March 2020. Fiscal 2016 aircraft procurement (Navy/Marine Corps and Air Force); and non-U.S. DoD participant and FMS funding in the amount of $1,280,306,832 are being obligated on this award, none of which will expire at the end of the current fiscal year. This contract combines purchases for the Air Force ($3,397,703,267; 47.3%); Navy ($1,005,133,523; 13.9%); non-DoD participants ($1,507,557,938; 21.0%); and FMS customers ($1,278,902,414; 17.8%).
