Local Navy Contract Awards

WASHINGTON (Nov. 11, 2016)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

Contracts for Nov. 8, 2016

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is being awarded a $167,502,348 fixed-price-incentive-firm target advance acquisition contract for long lead components, parts and materials associated with the low-rate initial production Lot XI of 48 F135-PW-100 propulsion systems for the Air Force; 14 F135-PW-600 propulsion systems for the Marine Corps; and 4 F135-PW-100 propulsion systems for the Navy. In addition, this contract provides for the long lead components, parts and materials associated with 41 F135-PW-100 and 3 F135-PW-600 propulsion systems for international partners and foreign military sales customers. Work will be performed in East Hartford, Connecticut (67 percent); Indianapolis, Indiana (26.5 percent); and Bristol, United Kingdom (6.5 percent), and is expected to be completed by May 2019. Fiscal 2016 aircraft procurement (Navy/Marine Corps and Air Force); international partner; and foreign military sales funding in the amount of $167,502,348 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract combines purchases for the Air Force ($56,053,376; 33 percent); the Navy/Marine Corps ($45,257,275; 27 percent); international partners ($38,307,357; 23 percent); and foreign military sales ($27,884,340; 17 percent). This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Systems Command, Patuxent River, Maryland is the contracting activity (N00019-17-C-0020).

J.F. Taylor Inc., Lexington Park, Maryland, is being awarded a $75,394,006 cost-plus-fixed-fee, cost reimbursable contract for engineering, software and product development, project management, and technical services in support of the Naval Air Warfare Center Aircraft Division's Battlespace Modeling and Simulation Division and Integrated Combat Environment Division. Work will be performed at the Naval Air Station, Patuxent River, Maryland, and is expected to be completed in January 2020. No funds will be obligated at time of award; funds will be obligated on individual delivery orders as they are issued. This contract was competitively procured as a small business set-aside via a request for proposals; two offers were received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-17-D-0016).

Resource Management Concepts Inc., Lexington Park, Maryland, is being awarded a $32,343,097 cost-plus-fixed-fee, cost-reimbursable, indefinite-delivery/indefinite-quantity contract to provide services in support of research, development, test and evaluation efforts that provide enterprise solutions and services in meeting information technology requirements and compliance with information assurance and security mandates. Work will be performed in Patuxent River, Maryland (96 percent); Orlando, Florida (2 percent); Cherry Point, North Carolina (1 percent); and San Diego, California (1 percent), and is expected to be completed in November 2021. No funds are being obligated at time of award. Funds will be obligated against individual task orders as they are issued. This contract was competitively procured as a small business set-aside; seven offers were received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-17-D-0014).

Contracts for Nov. 10, 2016

IAP Worldwide Services Inc., Cape Canaveral, Florida, is being awarded $61,389,606 for modification P00009 to a previously awarded firm-fixed-price, cost-reimbursable contract (N00019-15-C-0120) to exercise an option for logistics services in support of the Take Charge and Move Out and Airborne Command Post aircraft and support equipment. Work will be performed at Tinker Air Force Base, Oklahoma (70 percent); Offutt Air Force Base, Nebraska (10 percent); Travis Air Force Base, California (10 percent); and Naval Air Station Patuxent River, Maryland (10 percent), and is expected to be completed in November 2017. Fiscal 2017 operations and maintenance (Navy) funds in the amount of $24,194,637 are being obligated at time of award, all of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Northrop Grumman Systems Corp., Woodland Hills, California, is being awarded a $9,874,900 modification to firm-fixed-price delivery order 3000 against a previously issued basic ordering agreement (N00019-15-G-0026) for the procurement of 50 tech refresh mission computers and 50 trays in support of Lot 14 H-1 aircraft. Work will be performed at Baltimore, Maryland (42 percent); Salt Lake City, Utah (38 percent); and Woodland Hills, California (20 percent), and is expected to be completed in July 2019. Fiscal 2016 and 2017 aircraft procurement (Navy) funds in the amount of $9,874,900 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
