Local Navy Contract Awards

WASHINGTON (Aug. 3, 2016)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

Engility Corp., Andover, Massachusetts, is being awarded a $40,172,869 cost-plus-fixed-fee, cost-reimbursable contract to provide engineering and technical support services in support of the Naval Air Systems Command Systems Engineering Department. Services to be provided include systems engineering management, air/ship integration, systems safety, mass properties, survivability, manufacturing and quality, reliability and maintainability, electromagnetic environmental effects, anti-tamper, and mission engineering and interoperability. These efforts are focused across a broad business base comprised of Integrated Program Teams, Externally Directed Teams and Enterprise Teams, which support all Naval Air Programs. Work will be performed at Naval Air Station (NAS) Patuxent River (98 percent); NAS Jacksonville (1.4 percent); and Marine Corps Air Station Cherry Point (.6 percent), and is expected to be complete by July 2017. Fiscal 2014 aircraft procurement (Navy); fiscal 2016 aircraft procurement (Navy and Air Force); fiscal 2015 and 2016 weapons procurement (Navy); fiscal 2016 working capital funds; fiscal 2016 research, development, test and evaluation; fiscal 2016 operations and maintenance (Navy); and foreign military sales funds are being obligated in the amount of $10,498,546, of which $1,084,583 will expire at the end of the current fiscal year. This contract combines purchase for the Navy ($39,006,761; 97.10 percent); the government of Japan ($536,028, 1.33 percent); the government of Australia ($271,440, 0.68 percent); the government of Saudi Arabia ($169,360, 0.42 percent); the government of Denmark ($99,760, 0.25 percent); the government of Norway ($77,920, 0.19 percent); and the government of Spain ($11,600, 0.03 percent). This contract was not competitively procured pursuant to 10 U.S Code 2304(c)(1) and Federal Acquisition Regulation 6.302-1(a)(2). The Boeing Co., St. Louis, Missouri, is being awarded $10,226,920 for firm-fixed-price delivery order 0007 against a previously issued basic ordering agreement (N00019-16-G-0001) for the procurement of Distributed Targeting System (DTS) A-kits and Operational Test Program (OPT) sets for F/A-18E/F and EA-18G aircraft for the Navy and the government of Australia. Kits being procured include 218 DTS A Kits, 31 OPT sets; and 20 fiber optic interface test sets. Work will be performed in St. Louis, Missouri, and is expected to be completed August 2020. Fiscal 2014, 2015, and 2016 aircraft procurement (Navy); and foreign military sales funds in the amount of $10,226,920 are being obligated at time of award, $3,379,103 of which will expire at the end of the current fiscal year. This delivery order combines purchases for the Navy ($9,602,165; 94 percent); and the government of Australia ($624,755; 6 percent), under the Foreign Military Sales program. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

PAE Aviation and Technical Services LLC, Marlton, New Jersey, is being awarded an $8,489,486 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00421-15-D-0007) for organizational, selected intermediate and limited depot level maintenance services for F-5 F/N aircraft. Work will be performed in Naval Air Station (NAS) Key West, Florida (40 percent); NAS Fallon, Nevada (30 percent); and Marine Corps Air Station, Yuma, Arizona (30 percent), and is expected to be completed in July 2017. Fiscal 2016 operations and maintenance (Navy Reserves) funds in the amount of $8,489,486 are being obligated at time of award, all of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Precision Turbines Inc., Boca Raton, Florida, is being awarded a $30,205,017 firm-fixed-price, indefinite-delivery requirements contract for the procurement of performance-based contractor logistics support for the C-26 aircraft. This effort includes maintenance, repair, engineering and technical services, aircraft upgrade and modifications, and integrated logistics support services. Work will be performed in Barking Sands, Hawaii (30.4 percent); Sigonella, Italy (25.6 percent); Naples, Italy (25.6 percent); and Patuxent River, Maryland (18.4 percent). Work is expected to be completed in August 2021. No funds will be obligated at time of award. Funds will be obligated on individual task orders as they are issued. This contract was competitively procured via electronic request for proposal as a 100 percent small business set-aside. Five offers were received. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-16-D-0060).
