Local Navy Contract Awards; $3.96 Billion IDIQ Multiple Award Contracts to 608 Contractors

WASHINGTON (July 3, 2016)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities and/or local contractors.

Serco Inc., Reston, Virginia, is being awarded a $9,902,408 firm-fixed-price, cost-plus-fixed-fee indefinite-delivery/indefinite-quantity modification to previously awarded contract (N00174-14-D-0028) for Close-In Weapons System (CIWS) waterfront installation support. This contract provides support in performing the functions of an Alteration Installation Team with the installation of ship alterations, ship change documents and ordnance alterations as related to the CIWS on U.S. Navy, U.S. Army and U.S. Coast Guard Vessels. Work will be performed in Norfolk, Virginia (36 percent); San Diego, California (30 percent); Pearl Harbor, Hawaii (5 percent); Everett, Washington (6 percent); Mayport, Florida (6 percent), and various overseas ports (17 percent) and is expected to complete June 2017. No funds are being obligated at the time of award. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Md., is the contracting activity.

Lockheed Martin Corp., Owego, New York, is being awarded a $40,382,466 cost-plus-incentive-fee delivery order 4019, against a previously issued basic ordering agreement (N00019-14-G-0019), for non-recurring engineering efforts in support of the MH-60R aircraft for the integration of software product improvement. These services are in support of the U.S. Navy and the Government of Australia. Work will be performed in Owego, New York, and is expected to be completed by June 2018. Fiscal 2016 aircraft procurement (Navy) and foreign military sales funds in the amount of $40,382,466 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract combines purchases for the U.S. Navy ($35,382,466; 87.6 percent); and the Government of Australia ($5,000,000; 12.4 percent), under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

The Boeing Co., Seattle, Washington, is being awarded $18,116,915 for cost-plus-fixed-fee delivery order 2006 against a previously issued basic ordering agreement (N00019-11-G-0001). This order provides for the supplies and services required to update the flight management computer system software and air data inertial reference magnetic variation tables for the P-8A aircraft. The Automatic Dependent Surveillance—Broadcast Out functionality is a Communications, Navigation, Surveillance/Air Traffic Management requirement that is required for aircraft to access civil airspace and the U.S. National Airspace System beyond Jan. 1, 2020. Work will be performed in Grand Rapids, Michigan (50 percent); Seattle, Washington (39 percent); and Morristown, New Jersey (11 percent), and is expected to be completed in March 2019. Fiscal 2016 aircraft procurement (Navy) funds in the amount of $18,116,915 are being obligated on this award, none of which will expire at the end of the current fiscal year. Raytheon Co., Missile Systems, Tucson, Arizona, is being awarded $291,750,539 for modification P00015 to a previously awarded fixed-price-incentive-firm contract (N00019-15-C-0092) for procurement of 660 AIM-9X Block II All Up Round Tactical Full Rate Production Lot 16 Missiles for the Navy (160), Air Force (429), Army (7) and the governments of Japan (4), Norway (20) and Taiwan (40). BAE Systems Technology Solutions & Services Inc., Rockville, Md., is being awarded an $11,340,472 modification to a previously awarded cost-plus-fixed-fee contract (N00421-15-C-0008) to exercise an option for research, development, design, integration, testing, installation, training, and certification of C4I electronic communication systems for U.S. Navy ships. These efforts are in support of the Naval Air Warfare Center Aircraft Division, Integrated Communications and Information Systems Division. Work will be performed in St. Inigoes, Md. (75 percent); and California, Md. (25 percent), and is expected to be completed in July 2021. Working capital funds (Navy) in the amount of $725,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a not-to-exceed $323,000,000 fixed-price-incentive (firm target) contract for a laboratory providing an integrated reprogramming capability to build, test, modify, and delivery mission data files (MDFs) for the F-35 Lightening II. The laboratory will consist of a hardware in-the-loop (HITL) based system to test and analyze MDF performance in an operationally representative environment; a set of tools to build, modify, manage, analyze and publish MDFs and MDF sets and build and load mission data loads in the HITL, as well as limited product support elements. Work will be performed in Fort Worth, Texas (53 percent); Orlando, Florida (25 percent); Nashua, New Hampshire (18 percent); El Segundo, California (2 percent); and San Diego, California (2 percent), and is expected to be completed in August 2020. International partner funds in the amount of $27,000,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-16-C-0056).

The Boeing Co., Seattle, Washington, is being issued $71,571,420 for cost-plus-fixed-fee task order 2004 against a previously awarded basic ordering agreement (N00019-16-G-0001) for the development, integration and testing of the following Increment 3 Block I capabilities in support of the P-8A aircraft: Link 16, Harpoon II+ Missile, integrated broadcast system receiver and filtering, high frequency radio system improvements, targeting improvements, and narrowband satcom, for the U.S. Navy and the Government of Australia. Work will be performed in Puget Sound, Washington (87.7 percent); Grand Rapids, Michigan (4.4 percent); St. Louis, Missouri (6 percent); Patuxent River, Md. (1 percent); Dallas Texas (0.5 percent); Oklahoma City, Oklahoma (.3 percent) and El Paso, Texas (.1 percent), and is expected to be completed in February 2019. Fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $11,224,621, and cooperative agreement funds in the amount of $2,000,000, will be obligated at time of award, none of which will expire at the end of the fiscal year. This order combines purchases for the U.S. Navy ($67,571,420; 94.5 percent), and the Government of Australia ($4,000,000; 5.5 percent) under a cooperative agreement. The U.S. Navy is awarding indefinite-delivery/ indefinite-quantity multiple award contracts to 608 contractors that will provide for their competition for service requirements solicited by Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps.

These contracts are in addition to the existing 4,498 contracts previously awarded under the SeaPort Enhanced (SeaPort-e) acquisition program for services procurements. The Government estimates a maximum of $3,960,000,000 of services will be procured per year via orders issued under the SeaPort-e multiple award contracts. The awards have a three-year period of performance. These contracts were competitively procured via the Navy Electronic Commerce Online website, with 682 offers received and 608 contracts awarded. Contract funds will be obligated at the time of task order award and as such, multiple funding types (with varying expiration dates) may be used, consistent with the purpose for which the funds were appropriated.
