Local Navy Contract Awards


WASHINGTON (, 2015)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

PAE Applied Technologies LLC, doing business as Defense Support Services LLC, Marlton, New Jersey, is being awarded a $68,351,721 indefinite-delivery/indefinite-quantity contract for organizational, selected intermediate and limited depot level maintenance services for F-5 F/N aircraft. Work will be performed in Naval Air Station (NAS) Key West, Florida (40 percent); NAS Fallon, Nevada (30 percent); and Marine Corps Air Station, Yuma, Arizona (30 percent), and is expected to be completed in July 2016. Fiscal 2015 operations and maintenance (Navy Reserves) funds in the amount of $4,000,000 are being obligated at time of award, all of which will expire at the end of the current fiscal year. This contract was competitively procured via an electronic request for proposals, and six offers were received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-15-C-0007).

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a not-to-exceed $37,538,800 undefinitized contract action modification for a delivery order (5507) against a previously issued basic ordering agreement (N00019-14-G-0020). This modification authorizes engineering change proposals for air vehicle retrofit modifications to be incorporated into designated aircraft and supporting subsystems in support of the F-35 aircraft Block 3F requirements. This modification also includes retrofit modification kits, installation, and labor to incorporate the modification kits. Work will be performed in Fort Worth, Texas (90 percent); Marietta, Georgia (9 percent); and Palmdale, California (1 percent), and is expected to be completed in August 2018. Fiscal 2014 and 2015 aircraft procurement and research, development, test and evaluation (Navy, Marine Corps, and Air Force) funds in the amount of $13,093,580 are being obligated on this award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Kay and Associates Inc., Buffalo Grove, Illinois, is being awarded a $41,193,675 modification to a previously awarded cost-plus-fixed-fee contract (N00421-11-C-1044) to exercise an option for approximately 508,800 hours of F/A-18 contractor maintenance support services for the government of Kuwait under the Foreign Military Sales program. Work will be performed in Kuwait, and is expected to be completed in July 2016. Foreign military sales funds in the amount of $41,193,675 are being obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Raytheon Co., Missile Systems Division, Tucson, Arizona, is being awarded an $180,360,062 firm-fixed-price contract for the procurement of 200 full rate production Lot 11 (FRP-11) AGM-154C-1 Unitary Joint Stand-Off Weapon missiles for the Navy and 355 AGM-154 Block III C Unitary Joint Stand-Off Weapon missiles for the government of Saudi Arabia, including associated supplies and services. Work will be performed in Tucson, Arizona (46 percent); Dallas, Texas (44 percent); and McAlester, Oklahoma (10 percent), and is expected to be completed in April 2018. Fiscal 2015 weapons procurement (Navy) and foreign military sales funds in the amount of $180,360,062 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 USC 2304(c)(1). This contract combines purchases for the Navy ($57,686,157; 32 percent) and the government of Saudi Arabia ($122,673,905; 68 percent) under the Foreign Military Sales program. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-C-0112).

Insitu Inc., Bingen, Washington, is being awarded a $78,000,001 modification to a previously awarded firm-fixed-price contract (N00019-15-C-0033) for the procurement of six low-rate initial production Lot IV RQ-21A Blackjack unmanned aircraft systems. This award provides for the procurement of the air vehicles, ground control stations, launch and recovery equipment, spares, and system engineering and program management. Work will be performed in Bingen, Washington (70 percent); and Hood River, Oregon (30 percent), and is expected to be completed in September 2016. Fiscal 2015 aircraft procurement (Navy) and fiscal 2013, 2014 and 2015 aircraft procurement (Marine Corps) funds in the amount of $78,000,001 will be obligated at the time of award, $1,099,999 of which will expire at the end of the current fiscal year. Rockwell Collins Inc., Cedar Rapids, Iowa, is being awarded $8,131,791 for cost-plus-fixed-fee delivery order 0006 against a previously issued basic ordering agreement (N00019-14-G-0021) for engineering integration efforts on the Digital Red Switch System (DRSS) in support of one E-6B Mercury aircraft. This DRSS modification will provide enhanced distribution of audio from mission radios and includes efforts in the systems integration lab. Work will be performed in Richardson, Texas (80 percent); and Patuxent River, Maryland (20 percent), and is expected to be completed in November 2017. Fiscal 2014 aircraft procurement (Navy) funds in the amount $6,491,321 will be obligated at time of award, none of which will expire at the end of the current fiscal year.
