Local Navy Contract Awards


WASHINGTON (June 24, 2015)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

BAE Systems, Greenlawn, New York, is being awarded a $10,850,416 firm-fixed-price contract for the software updates to implement the Radio Technical Commission for Aeronautics DO-260B-compliant Automatic Dependent Surveillance-Broadcast capability into the RT-1763C/APX-111(V) combined interrogator-transponder in support of the F/A-18 and EA-18G aircraft. Work will be performed in Greenlawn, New York, and is expected to be completed in January 2018. Fiscal 2015 aircraft procurement funds (Navy) in the amount of $10,850,416 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-C-3001).

Northrop Grumman System Corp., San Diego, California, is being awarded a $60,943,220 cost-plus-fixed-fee contract for operations and maintenance services in support of the Broad Area Maritime Surveillance Demonstrator (BAMS-D) unmanned aircraft system. This contract also provides for logistics support; organization, intermediate, and depot level maintenance; and field service representatives, to ensure that the BAMS-D aircraft are mission-capable for intelligence, surveillance and reconnaissance missions. Work will be performed in Patuxent River, Maryland (70 percent); at forward operating locations (25 percent); and Rancho Bernardo, California (5 percent), and is expected to be completed in June 2016. Fiscal 2015 operations and maintenance, (Navy) funds in the amount of $60,943,220 are being obligated on this award, all of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S.C. 2304 (c) (1). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-C-0007).

Rockwell Collins Inc. Government Systems, Cedar Rapids, Iowa, is being awarded $6,808,144 for firm-fixed-price delivery order 0033 against a previously issued basic ordering agreement (N00019-11-G-0018) for an updated hardware design for a low noise amplifier/triplexer and high power amplifier to support evolving ultra high frequency beyond line-of-sight capability, including Mobile User Objective System interoperability in the Airborne Radio Communication-210. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in December 2016. Fiscal 2015 research, development, test and evaluation (Navy) funds in the amount of $6,808,144 will be obligated at time of award, none of which will expire at the end of the fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Raytheon Co., El Segundo, California, is being awarded a $13,050,000 modification to a previously awarded cost-plus-incentive-fee contract (N00019-13-C-0128) to exercise an option for software and hardware enhanced security design requirements in support of the Next Generation Jammer program. Work will be performed in El Segundo, California (60 percent); Dallas, Texas (20 percent); and Ft. Wayne, Indiana (20 percent), and is expected to be completed in February 2016. Fiscal 2015 research, development, test and evaluation (Navy) funds in the amount of $2,135,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded $8,088,361for firm-fixed-price delivery order 5306 against a previously issued basic ordering agreement (N00019-14-G-0004) for nacelles physical configuration audit support for the H-53 in-service program. In addition, this order provides for the procurement of 36 production kits. Work will be performed in Tallahassee, Alabama (90 percent); and Stratford, Connecticut (10 percent), and is expected to be completed in November 2017. Fiscal 2014 aircraft procurement (Navy) funds in the amount of $8,088,361 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland is the contracting activity.

General Dynamics Ordnance and Tactical Systems Inc., Williston, Vermont, is being awarded a $10,739,977 cost-plus-fixed-fee, firm-fixed-price basic ordering agreement to provide the Navy a contractual vehicle for prototype fabrication, pre-production, integration, testing, evaluation and development of Gatling gun weapon systems hardware, associated gun control system software and ammunition. Work will be performed in Williston, Vermont (40 percent); Marion, Illinois (30 percent); Crawford, Florida (15 percent); and Saco, Maine (15 percent), and is expected to be completed by June 2020. No funds are being obligated at this time of award. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured by authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1(a)(2) - satisfying a requirement for unique supplies available from only one source. The Naval Surface Warfare Center, Dahlgren, Virginia, is the contracting activity (N00178-15-G-1001).
