LEONARDTOWN, Md. (Aug. 15, 2013)The St. Mary's County Bureau of Criminal Investigations (BCI) Vice/Narcotics Division recently arrested numerous local citizens in connection with sex-for-sale activities on the Internet. The online prostitution sting was named Operation Risky Business.
The operation was the result of tips provided by the public. Police say they began to monitor illegal activity on the Internet and determined there was a need for further enforcement efforts.
Those arrested were charged with various violations related to sex for money or drugs. According to police, the suspects agreed on a location, specific sexual act(s), and type of payment. All of the suspects were arrested and charged accordingly.
Those arrested in Operation Risky Business are:
Monroe Manley Strawn, 3rd, 28 of Fort Washington, transported 18-year-old Lyric Carter of Washington D.C., to perform a specific sex act for money. Both suspects were arrested and the case will be reviewed with the States Attorney for additional charges. Detectives are continuing to investigate this case as a potential Human Trafficking Violation.
Brett Justin Kina, 33 of Charlotte Hall, agreed to sex acts with the undercover officer for a quantity of marijuana. Additional charges are pending a review by the States Attorneys Office.
Joshua Robert Fisher, 23 of Lusby, paid the undercover officer for specific sex acts.
Terence Ralph Huffman, 47 of Indian Head, paid the undercover officer for specific sex acts.
Joseph Kepa Konanui, 35 of Lexington Park, paid the undercover officer for specific sex acts.
[REDACTED; court ordered probation before judgement and later
granted an expungement of the records], paid the undercover officer for specific sex acts.
Willard Lee Alban, 41 of Welcome, paid the undercover officer for specific sex acts.
Paul Mel Corbin, 27 of Waldorf, paid the undercover officer for specific sex acts.
Adam Kim Hay, 26 of Lexington Park, paid the undercover officer for specific sex acts.
Lacey Kim Dawkins-McKinne, 28 of Waldorf, offered to perform specific sex acts on the undercover officer for money. She was arrested and a search incident to her arrest revealed marijuana and related paraphernalia.
Todd Brent Summers, 48 of Hampstead, paid the undercover officer for specific sex acts.
Crystal Faye Kirven, 21 of Lusby, offered to perform sex acts on the undercover officer for money.
Edward Allen Pritchard 3rd, 20 of Waldorf, paid the undercover officer for specific sex acts.
Lance Colin Mutch, 37 of California, paid the undercover officer for specific sex acts.
Matthew Edmond Baker aka Rev, 49 of Piney Point, paid the undercover officer for specific sex acts.
Brandon Renard Bryant, 27 of Clinton, paid the undercover officer for specific sex acts. A search incident to arrest revealed multiple bags of marijuana, a digital scale and cash. Additional charges are pending a review by the States Attorneys Office.
William Robert Sidnor Chichester, 61 of Aquasco, paid the undercover officer for specific sex acts.
Roger Dean Stanton, 38 of Leonardtown, paid the undercover officer for specific sex acts with ten 5mg Oxycodone pills. A search incident to arrest revealed a quantity of marijuana. Suspect Stanton was charged accordingly. Additional charges are pending a review by the States Attorneys Office.
Chester Stanley Jaworski, a/k/a Chip, 68 of Prince Frederick, paid the undercover officer for specific sex acts.
[EXPUNGED; court granted an expungement on 13-NOV-2014], paid the undercover officer in marijuana for a specific sex act. Additional charges are pending a review by the States Attorneys Office.
Michael Lindbergh Mason, 47 of Waldorf, had been charged at the onset of this operation with paying an undercover officer for a specific sex act.
