Local Navy Contract Awards


WASHINGTON (July 30, 2013)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

Scientific Research Corp., Atlanta, Ga., is being awarded an $8,974,067 modification to a previously awarded firm-fixed-price contract (N00019-12-C-0062) to exercise an option for the procurement of 200 Multi-Function Color Display (MFCD) units and associated technical data to support forced retrofit of MFCD units into T-45 aircraft. Work will be performed in Milwaukee, Wis. (58 percent), Largo, Fla. (24 percent), and Atlanta, Ga. (18 percent), and is expected to be completed in June 2015. Fiscal 2012 and Fiscal 2013 Aircraft Procurement, Navy contract funds in the amount of $8,974,067 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $617,058,000 modification to definitize a previously awarded advance acquisition contract (N00019-12-C-0063) for the production of five Full Rate Production Lot 1 E-2D Advanced Hawkeye aircraft to a firm-fixed-price contract. Work will be performed in St. Augustine, Fla. (24.90 percent); Syracuse, N.Y. (20.59 percent); Bethpage, N.Y. (7.60 percent); El Segundo, Calif. (4.56 percent); Indianapolis, Ind. (4.6 percent); Menlo Park, Calif. (3.90 percent); Rolling Meadows, Ill. (2.3 percent), and approximately 200 various locations within the United States—none over five percent (32.10 percent). The work is expected to be completed in June 2016. Fiscal 2013 Aircraft Procurement Navy contract funds in the amount of $617,058,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. QinetiQ North America, Waltham, Mass., is being awarded a $20,359,579 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of man transportable robotic system (MTRS) MK 2 post-production support for joint service explosive ordnance disposal. The MTRS MK2 provides the military explosive ordnance disposal technicians with a man transportable capability to remotely perform reconnaissance. Work will be performed in Waltham, Mass., and is expected to be completed by July 2016. Fiscal 2013 Operations & Maintenance, Navy funding in the amount of $627,970 will be obligated at the time of the award, and will expire at the end of the current fiscal year. This was competitively procured via the Federal Business Opportunities website, with one offer received. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division Indian Head, Md., is the contracting activity (N00174-13-D-0007).

Kay and Associates Inc., Buffalo Grove, Ill., is being awarded a $36,698,404 modification to a previously awarded cost-plus-fixed-fee contract (N00421-11-C-1044) to exercise an option for F/A-18 contractor maintenance support services for the government of Kuwait under the foreign military sales (FMS) Program. Work will be performed in Kuwait and is expected to be completed in July 2014. FMS funds in the amount of $36,698,404 are being obligated on this award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

DynCorp International LLC, Fort Worth, Texas, is being awarded a $99,939,297 modification to a previously awarded cost-plus-fixed-fee contract (N00421-11-C-0033) to exercise an option for organizational level maintenance and logistics support for all aircraft and support equipment for which the Naval Test Wing Atlantic has maintenance responsibility. This includes all rotary, fixed, lighter-than-air, and unmanned aircraft on-site for project testing, transient aircraft, loaner aircraft, leased aircraft, and tested civilian aircraft assigned to the Naval Air Warfare Center Aircraft Division, Patuxent River, Md. In addition, this option provides supportability/safety studies and off-site aircraft safety/spill containment patrols and aircraft recovery services. Work will be performed in Patuxent River, Md., and is expected to be completed in July 2014. Fiscal 2013 Operations & Maintenance, Navy, Fiscal 2013 Research, Development, Test & Evaluation, and Fiscal 2013 Navy Working Capital funds in the amount of $10,404,500 are being obligated on this award, $3,601,000 of which will expire at the end of the current fiscal year. The Naval Air Systems Command Patuxent River, Md., is the contracting activity.

Defense Support Services LLC, Mount Laurel, N.J., is being awarded a $46,097,112 modification to a previously awarded cost-plus-fixed-fee contract (N00421-11-C-0031) for organizational level maintenance with limited intermediate level maintenance in support of current and future aircraft assigned in support of the Naval Test Wing Pacific at Point Mugu and China Lake Naval Air Stations, Calif. Work will be performed in China Lake, Calif. (79 percent) and Point Mugu, Calif., (21 percent) and is expected to be completed in July 2014. Fiscal 2013 Research, Development, Test & Evaluation, Navy and Navy Working Capital funds in the amount of $7,411,707 are being obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.
