Governor Appoints Judges to Calvert, Charles Co. Circuit Courts


ANNAPOLIS (October 25, 2012)—Governor Martin O'Malley today announced the elevation of the Honorable Edward Gregory Wells to the Circuit Court for Calvert County and the appointment of Jerome Richard Spencer to the Circuit Court for Charles County. Both candidates were recommended to Governor O'Malley by the trial court judicial nominating commissions.

In the Circuit Court for Calvert County, Governor O'Malley has elevated Judge Edward Gregory Wells. Judge Wells has served with distinction in the District Court of Maryland in District Four (Calvert, Charles, and St. Mary's Counties) since 2008. Prior to his first judicial appointment by Governor O'Malley, he served as an Assistant Attorney General in the Criminal Appeals Division of the Attorney General's Office and as State's Attorney in Calvert County-the first African American to serve in that position. Earlier in his career, he served as Domestic Relations Master in Calvert County, a Deputy State's Attorney for Calvert County, and in various positions with the State's Attorney's Office for Prince George's County. His diverse legal background also includes work as an Adjunct Professor at the College of Southern Maryland and Prince George's County Community College, in addition to work as an associate in private law firms. He earned his J.D. from the University of Virginia and his undergraduate degree from the College of William and Mary.

In the Circuit Court for Charles County, Governor O'Malley has appointed Jerome Richard Spencer. Mr. Spencer has been a prosecutor in the State's Attorney's Office for Charles County since 1998. Since 2004, he has served as Deputy State's Attorney. During his tenure in the State's Attorney's Office, he has handled civil forfeiture actions, felony fraud cases, extradition matters, and homicides. He has also been responsible for the continuing legal education of the attorneys in the office. After earning his J.D. from the Georgetown University Law Center, he began his legal career as a law clerk to the Honorable Christopher C. Henderson in the Circuit Court for Charles County. He previously obtained a graduate degree in Russian literature from Purdue University and his undergraduate degree from the University of Vermont.
