LA PLATA, Md. (August 8, 2012)—The Charles County Sheriff's Office today released the following incident and arrest reports.

ASSAULT ON OFFICER/OFFICER-INVOLVED SHOOTING UPDATE: As part of its ongoing investigation into the police-involved shooting of a suspect armed with knives late Aug. 2, the Charles County Sheriff’s Office has released the names of the officer and the suspect.

At 11:44 p.m. Aug. 2, officers responded to the 1100 block of Hamlin Road in Waldorf for the reported domestic assault in progress. A female caller said her boyfriend – later identified as Anthony Jerome Webb, 44, of Waldorf – was assaulting her, destroying property in her home and making threats indicating officers would have to kill him. Officer Andrew Fenlon was the first officer to arrive on the scene and was immediately confronted by Webb, who was outside and armed with two large knives raised at shoulder level. The officer drew his firearm and gave several commands for Webb to drop the weapons. Webb refused and instead made a furtive movement toward the officer, placing the officer in fear for his safety. The officer discharged his firearm, striking the suspect several times.

Webb was flown to a hospital where he is being treated for non-life-threatening injuries. Officer Fenlon, a one-year-veteran of the Sheriff’s Office, was placed on administrative leave in accordance with Sheriff’s Office policy. Forensic investigators who responded to the scene recovered two large knives.

Detectives are continuing the investigation and charges against Webb are pending.

THEFT: On Aug. 7 at 3:30 a.m., a citizen observed a group of males looking into and attempting to enter vehicles parked on Jackson Hole Place in White Plains. The citizen called the Charles County Sheriff’s Office to report the activity and provided a description of the suspects and a suspect vehicle. Officers responded and found the suspects in their vehicle. During the subsequent investigation, officers discovered the suspects had stolen items from three unlocked vehicles parked on Jackson Hole Place. The suspects were identified as Tyrone Wade Alston, 24, of Washington, D.C., Devaughn Samuel Brown, 22, of Washington, D.C., Deanthony Melvine West, 18, of Suitland, Wesley Wendell Davis, 20, of Capitol Heights, and Derrick Kareem Manuel, 23, of Glenarden. They were charged with theft, theft scheme, and rogue and vagabond and are being held at the Charles County Detention Center pending appearances before a district court commissioner. All the stolen property was return to the owners. Cpl. C. Long and Officer B. Flynn investigated.

BURGLARY/THEFT: On Aug. 5 at 4:56 a.m., Charles County Sheriff’s Officers responded to an intrusion alarm at California Tortilla located at 3059 Waldorf Market Place in Waldorf. Officers arrived and discovered the front window had been shattered. They also discovered the front doors of two nearby businesses – Cold Stone Creamery and Quiznos – had also been shattered. The suspect(s) stole cash from the registers at California Tortilla and Cold Stone but nothing was stolen from Quiznos. The suspect(s) fled prior to the officers’ arrival. ASSAULT ON POLICE OFFICER: On Aug. 3 at 11:44 p.m. Charles County Sheriff’s officers responded to the Thunderbird Motel located at 11050 Crain Highway in Glasva for the report of a fight. Officer B. Flynn arrived at the scene and discovered Sherri Michelle Lape, 33, of Drayden, Md., had assaulted a tenant of the motel. During the investigation, Lape was disorderly, yelling obscenities and threats. Officer B. Flynn ordered Lape multiple times to lower her voice but Lape continued to yell. Officer Flynn attempted to take Lape into custody for disorderly conduct but she spit on him and attempted to punch him. She continued to struggle and broke the driver-side mirror on the officer’s patrol car. A relative approached the officer from behind but the officer ordered the relative away and the relative complied. Lape was eventually subdued and taken into custody without further incident. She was charged with disorderly conduct, second-degree assault on a police officer and destruction of property worth more than $500. She was being held at the Charles County Detention Center pending an appearance before a district court commissioner.
