LA PLATA, Md. (July 24, 2012)—The Charles County Sheriff's Office has released the following incident and arrest reports.

ATTEMPTED MURDER/SUICIDE: Charles County Sheriff's detectives assigned to the Criminal Investigations Division are investigating a shooting that occurred on July 17 in which a man and a woman were seriously injured. At 5:09 a.m., officers received a call for an assault in progress in the 3500 block of Seagrape Court in Waldorf. The female caller indicated her son was arguing with his stepfather (her husband). Prior to police arrival, the suspect pulled a handgun and fired multiple shots, wounding his mother and stepfather. Both victims were able to flee from the house but collapsed in the street just outside their home. Officers and emergency medical personnel swiftly moved the victims to safety and both victims were flown to an area hospital.

In the meantime, officers were told the shooter was possibly still inside the house. Patrol officers quickly established a perimeter and the CCSO Emergency Services Team (EST) and a hostage negotiator responded. They attempted to make contact with anyone inside but to no avail. At approximately 9:15 a.m., EST officers made entry inside the house and discovered the suspect, Shea Camya Proctor, 33, of that address, deceased with what appeared to be a self-inflicted gunshot wound. A handgun was recovered as well. Proctor was transported to the Office of the Chief Medical Examiner in Baltimore for an autopsy. At this point, it is not immediately clear what prompted the argument and detectives are interviewing family and friends to gather additional information. The investigation is continuing.

CCSO DETECTIVES SEEK ADDITIONAL INFORMATION ABOUT HOMICIDE ON KENT AVENUE: The Charles County Sheriff's Office is seeking additional information regarding the homicide of Martin Hawkins Jr., 32, of La Plata, who was shot and killed on April 18 in the 200 block of Kent Avenue in La Plata. Since the shooting, detectives have conducted extensive neighborhood canvasses and other operations in an effort to seek suspect information. While numerous people have called, investigators need more information. In an effort to generate additional tips, the CCSO is offering a cash reward of up to $5,000 for information leading to an arrest and indictment of the suspect(s). Charles County Crime Solvers is also offering an additional reward of up to $1,000.

DETECTIVES SEEK IDENTITY OF SUSPECT IN BANK ROBBERY: Charles County Sheriff's detectives assigned to the Criminal Investigations Division are seeking the identity of a man wanted in connection with a bank robbery. On July 21 at approximately 12:40 p.m., the suspect entered the Capitol One Bank located at 3068 Waldorf Market Place in Waldorf. He approached a teller, implied he had a weapon and demanded money. The teller complied and the suspect fled. Photos from a bank surveillance camera show the suspect is a black male, 5'5"-5'8", and has a medium build. At the time of the robbery, the suspect was wearing a white Polo shirt with green stripes, a white baseball cap, and clear safety glasses.

THEFT: On July 24 at 1 a.m., unknown suspect(s) stole four wheels and rims from a car parked in the 2500 block of Bolinbrook Court in Bryans Road. Officer M. O'Shields is investigating.

OFFICERS RECOVER STOLEN CAR AND LINK CASE TO BURGLARY: On July 22 at approximately 2:40 a.m., officers responded to the 8100 block of Ironsides Road in Nanjemoy for the report of an abandoned vehicle. The caller said someone left a car parked in his driveway and that he did not know the owner. Officers checked the registration and made contact with the owner who said he was out of town on vacation and the car must have been stolen from his house. Officers went to the victim's nearby house and discovered a burglary had indeed occurred. It appeared the suspect(s) gained entry into the residence by using a garage door opener that was left inside the victim's car. They took property and loaded it in the victim's car, then stole the car but left it abandoned several blocks away. The area was canvassed and the scene processed. PFC K. Newman is investigating.

BURGLARY: Between July 21-July 23, unknown suspect(s) broke into a house in the 11800 block of Woodbury Road in Indian Head and stole electronics and other items. The homeowner had been away and when he returned, he noticed the doors to his house were open. There were no signs of forced entry. PFC D. Graham is investigating.

THEFT OF LAWN MOWER: Between July 19 - July 21, unknown suspects stole a lawn mower from a house in the 8500 block of Spur Court in Waldorf. Investigation showed the suspect(s) cut a hole in the fence surrounding the property to gain access to the equipment. The mower is a green John Deere zero-turn, mini-frame, Z-trak model 717A with a black roll bar. The bag was not attached. PFC B. Moore is investigating.

ROBBERY: On July 21 at 9:30 a.m., officers responded to Mall Circle Drive in Waldorf for the report of a robbery. The victims - two 15-year-old males - said they were in the parking lot when they were approached by two male suspects who were in a car. The suspects asked the victims if they wanted to purchase a pair of tennis shoes. When the victims agreed to buy the shoes, the driver got out of the car, reached into his jacket and demanded the victims' money. Both victims said they did not see a weapon but believe they heard the suspect cock the hammer of a gun. The victims gave the suspects their money and the suspects fled in a white passenger car. Officer K. Makle is investigating.

DRUG ARREST: On July 21 at 11:36 p.m., officers responded to the 4600 block of Prestancia Place in Waldorf after receiving a call for a suspicious vehicle. Upon approaching the car, officers smelled the strong odor of marijuana. The occupants were asked to exit the vehicle at which time officers observed marijuana and drug paraphernalia. Darius Jamaal Hemby, 21 of Waldorf; Davon'e Antonio Farrar, 18 of Waldorf; and a 15-year-old male from Waldorf were arrested and charged with possession of a controlled dangerous substance. PFC R. THEFTS OF BATTERIES FROM CAMPERS: Between July 17-July 18, during the overnight hours, unknown suspect(s) stole a battery from a camper and a power cord from another camper parked in the 10400 block of Mark Drive. The suspect(s) also stole a battery from a camper parked in the 2100 block of Briarwood Drive in Waldorf. PFC J. Morales is investigating.

THEFT OF FISHING POLES: On July 17 at 7:30 p.m., officers responded to the 6700 block of Colonel Beall Court in Hughesville for the report of a burglary. Investigation showed unknown suspect(s) broke into a garage and stole several fishing poles. Officer A. Fenlon is investigating.

PATROL OFFICERS APPREHEND THEFT SUSPECTS: On July 13 at 12:43 p.m., officers responded to Wal-Mart in the 11900 block of Acton Lane in Waldorf for the report of a theft in progress. Upon arrival, officers were alerted by store security that two suspects - previously suspected of stealing carts full of merchandise - were back in the store loading up a shopping cart full of merchandise including air conditioners, generators, a glass table, chairs, gas trimmers, cell phones, safes and various other items. The suspects left the store without paying and were apprehended in the parking lot by officers who were waiting outside for them. David Chance McDonald, 28, of Lothian and Linda Joanne Garner, 27, of Lothian, were charged with theft over $1,000. They were remanded to the Charles County Detention Center. PFC. D.
