St. Mary's BCI Police Reports


LEONARDTOWN, Md. (June 22, 2012)—The St. Mary's County Bureau of Criminal Investigations (BCI) recently released the following incident and arrest reports. BCI is an investigative team comprised of detectives from the St. Mary's County Sheriff's Office and the Maryland State Police, Leonardtown Barrack. The unit was established on July 1, 2003 and is based in Leonardtown.

Sexual Assault Involving a Minor Under Fourteen

On April 27, detectives from the BCI Special Victims Unit initiated an investigation regarding allegations of a sexual assault involving a minor under fourteen years of age. An investigation revealed the suspect, Cameron Antwon Ball, 21, of Lexington Park, was utilizing the screen name "AWWMANCAM" on a Facebook account for the purpose of soliciting and engaging in sexual activity with the victim. The suspect eventually met with the victim and engaged in sexual activity at a residence in Lexington Park.

Following the arrest of Ball, related to the above incident, an additional female victim was identified and evidence obtained revealed Ball had sexually assaulted the victim who was under the age of 16.

On June 21, Ball was charged one count of third degree sex offense and one count of sexual solicitation of a minor. He is currently a registered Tier 1 Sex Offender and is being held in the St. Mary's County Detention Center under no bond.

Multiple Burglaries at Self Storage Facility

On May 27, police responded to the Patuxent Self Storage located on Great Mill's Road in Lexington Park for the report of multiple burglaries to various storage units wherein in firearms, motorcycles and other various items had been stolen. The case was forwarded to BCI for further investigation.

On May 29, detectives learned items stolen from the storage units were located at a residence on Sydney Drive in Lexington Park. A search and seizure warrant was executed at the residence by detectives, assisted by Sheriff's Office patrol units, which resulted in the recovery of numerous items stolen from the storage units.

Desmond V. Proctor, 20, and a 16-year-old male juvenile, both from Lexington Park, were arrested and each charged with 2nd Degree Burglary, Theft Scheme $1,000 to $10,000, Theft over $1,000 to under $10,000 and Malicious Destruction of Property. Proctor was incarcerated in the St. Mary's County Detention Center where he is being held on a $25,000 bond. The juvenile was transported to the Cheltenham Youth Facility pending further action by juvenile authorities.

Child Support Warrant Service Turns Violent

On June 6 at approximately 10:20 p.m., deputies attempted to serve several active child support warrants on Kevin Vincent Bonds, 39, of St. Inigoes. While deputies were attempting to serve the warrants, Bonds emerged from a bedroom, brandished a long gun (later identified as a B.B. gun) and pointed it at a deputy. When the weapon was observed, a cover officer fired several shots from his agency weapon. Bonds was not struck by the shots. Deputies established a perimeter around the residence and members of the Emergency Services Team (EST) and Critical Incident Negotiations Team (CINT) attempted to resolve the incident.

Bonds was eventually apprehended by EST members and transported to the St. Mary's County Detention Center. Bonds was charged with Assault - Law Enforcement Officer and Assault Second Degree.

A female resident of the trailer who remained inside during the incident was taken to a local area hospital for medical evaluation after the incident.

The deputy who fired the shots, Corporal Keith D. Moritz (a nine year veteran, assigned to the St. Mary's County Sheriff's Office Special Operations Division, Child Support Enforcement Unit) has been placed on routine administrative leave pending the outcome of ongoing investigations by the Bureau of Criminal Investigations (BCI) and the St. Mary's County Sheriff's Office, Office of Professional Responsibilities (Internal Affairs).

Kevin V. Bonds was incarcerated in lieu of $10,000 bond related to a second degree assault charge and was served with four failing to pay child support warrants issued by the St. Mary's County Circuit Court.
