MSP Reports for Calvert County


PRINCE FREDERICK, Md. (May 8, 2012)—The Prince Frederick Barrack of the Maryland State Police (MSP) today released the following incident and arrest reports.

MOVE OVER MONTH: In an effort to drive home the message of year round safety of Maryland's emergency responders, the Maryland State Police remind motorists that May is Move Over Month. As part of the effort to boost awareness of the 'move over' law, a decal, provided by the Maryland Automobile Insurance Fund (MAIF) was unveiled at a press conference earlier this year. The decal reads, "If I'm on the Shoulder, Slow Down and Move Over" and serves as a reminder for drivers approaching from the rear of an emergency vehicle using visual signals while stopped on the highway to, if possible, make a lane change into an available lane not immediately adjacent to the emergency vehicle or slow down to a reasonable prudent speed. Although state troopers will display the decal on their patrol cars for the month of Mary, the intended message will ultimately last a lifetime.

Violation of the 'move over' law is primary offense with a fine of $110 and one point. If the violation contributes to a traffic crash, the fine is $150 and three points. If the violation contributes to a traffic crash resulting in death or serious injury, the fine escalates to $750 and three points.

POSSESSION OF MARIJUANA: On 4/30/2012 at 7:28 pm, Trooper Matthews detected a strong odor of marijuana emitting from a room at the Super 8 Motel in Prince Frederick. Wesley Concepciondejesus, 18 of Trenton, NJ, and Jhoan E. Salazar, 25 of New York, NY, were both arrested for marijuana possession. They were incarcerated at the Calvert County Detention Center.

VIOLATION OF PROTECTIVE ORDER: On 5/3/2012 at 12:45 pm, Trooper First Class Lewis responded to the 2100 block of Sixes Rd. in Prince Frederick for a reported suspicious vehicle. Harold C. Garner Jr., 20 of Lexington Park, was a passenger inside of the vehicle along with the petitioner of a protective order obtained against Mr. Garner. He was placed under arrest and incarcerated at the Calvert County Detention Center.

DUI, POSSESSION OF MARIJUANA: On 5/4/2012 at 11:52 pm, Trooper Donaldson stopped a vehicle at Huntingtown Rd and Park Place in Huntingtown for traffic violations. Derrick L. Estep, 22 of Prince Frederick, was arrested for DUI and a search revealed the he was in possession of marijuana. The passenger, John R. Murphy, 23 of Huntingtown, was also charged with possession of marijuana. They were incarcerated at the Calvert County Detention Center.

POSSESSION OF PERCOCET: On 5/5/2012 at 5:17 am, Trooper Barlow responded to the 700 block of White Sands Dr. in Lusby for a motor vehicle crash. Investigation revealed that Stephanie B. Pulsinelli, 23 of Lusby, left the scene of the accident in an attempt to deny that she had been driving at the time of the accident. A search revealed she was in possession of percocet, which she did not have a prescription for. She was arrested and incarcerated at the Calvert County Detention Center.

DESTRUCTION OF PROPERTY: On 5/5/2012 at 9:17 am, Trooper First Class Evans responded to the 4000 block of School Rd. in Broomes Island for a reported destruction of property to a vehicle. The paint on the victim's vehicle was scratched with an unknown object. Investigation continues.

THEFT: On 5/4/2012 at 05:19 am, Senior Trooper Johns responded to the parking lot at the Solomons Boat Ramp for a reported theft of a trailer registration plate, 36413TL. Investigation continues.
