MSP Reports for St. Mary's County


LEONARDTOWN, Md. (September 7, 2011)—The Leonardtown Barrack of the Maryland State Police (MSP) released the following incident and arrest reports.

ASSAULT 2ND DEGREE: On Thursday, September 1 at 10:24am, Tpr. O. Tchi Ngambu responded to the 45000 block of Cecil Mill Court in Great Mills for a reported domestic assault. Upon arrival contact was made with a female complainant, 36, of Great Mills, who advised she was involved in an argument and was assaulted by Charles Lee Howard, 33, of Great Mills. Tpr. Tchi Ngambu interviewed the complainant, suspect, and a witness at the scene of the incident. Based on statements provided and evidence observed, Mr. Howard was placed under arrest for Second Degree Assault. Mr. Howard was transported to the St. Mary's County Detention Center where he was charged and held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Thursday, September 1 at 11:51am, Tpr. B. T. Wiesemann served two outstanding Bench Warrants (T3-15077 / T3-15078) on Teara Marie Eckloff, 22, of Hollywood. The warrants were issued with original charges of Driving On A Suspended License by the District Court of St. Mary's County on August 10. Ms. Eckloff was located in the 24000 block of Three Notch Road in Hollywood and transported to the St. Mary's County Detention Center. She was held pending a bond review with the District Court Commissioner.

DISORDERLY CONDUCT: On Sunday, September 4 at 12:34pm, TFC J. C. Hardesty responded to the Target on First Colony Way in California for a reported disorderly subject with Emergency Medical Services personnel. Upon arrival, TFC Hardesty observed a female subject, identified as Pamala Nancy Enplit, 58, of California, assisting a male subject out of the store with noticeable injuries to his face. Following behind Ms. Enplit was EMS personnel advising that the male subject needed to be transported to the hospital for his injuries in accordance with guidelines. TFC Hardesty attempted to stop the female, to further access the situation, at which time she became extremely irate and disorderly. After several attempts to get Ms. Enplit to remain calm and cease yelling, TFC Hardesty detained her and placed her in his patrol car in front of the establishment. Information obtained from EMS personnel, witnesses and Ms. Enplit resulted in her arrest for Disorderly Conduct. The male subject was released to another female subject, pending approval by EMS and hospital staff. Ms. Enplit was transported to the St. Mary's County Detention Center where she was charged accordingly and held pending a bond review with the District Court Commissioner.

DRUG ARREST: On Sunday, September 4 at 2:47pm, TFC G. A. Thompson initiated a traffic stop on a green Ford Taurus in the area of Maryland Route 237 and Buck Hewitt Road for a traffic violation. Upon approaching the vehicle, TFC Thompson identified the operator as Kellen Wayne Elmore, 24, of Great Mills. While speaking with Mr. Elmore, the odor of burnt marijuana was detected emitting from the vehicle. While awaiting additional units to assist in a probable cause search, Mr. Elmore willingly produced packaged CDS from the center console of the vehicle. Mr. Elmore was asked to exit the vehicle, and was placed under arrest for Possession of CDS and CDS Paraphernalia. Upon the arrival of an additional unit, a probable cause search was performed revealing additional CDS in the center console and ash tray. Mr. Elmore was transported to the St. Mary's County Detention Center where he was charged accordingly. He will remain incarcerated pending a bond review with the District Court Commissioner.

DISORDERLY CONDUCT: On Monday, September 5 at 1:57am, Tpr. E. R. Mersman responded to the 18000 block of Herring Road in Tall Timbers for reports of an intoxicated and disorderly subject. Upon arrival, contact was made with a female complainant, 32, of Tall Timbers, who advised a male subject was in the establishment causing a disturbance. The subject had previously attempted to assault another patron and was escorted to the deck of the establishment but remained disorderly. Upon approaching the subject, identified as Jonathan Asa Mills, 25, of Fairfax, Virginia, Mr. Mills attempted to flee the area but was stopped and detained by Tpr. Mersman. Mr. Mills remained disorderly and uncooperative. Statements were provided by additional patrons and subsequently Mr. Mills was placed under arrest for Disorderly Conduct. He was transported to the St. Mary's County Detention Center where he was charged and held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Monday, September 5 at 10:09pm, TFC G. A. Thompson served a Bench Warrant (T3-15069) on Jonthan Leon Neal, 21, of Mechanicsville. The warrant was issued on August 3 by the District Court of St. Mary's County. The original charge was Driving On A Suspended License. Mr. Neal was located in the 29000 block of Hickory Drive in Mechanicsville and transported to the St. Mary's County Detention Center. Mr. Neal was held pending a bond review with the District Court Commissioner.
