Local Navy Contract Awards


WASHINGTON (April 3, 2011)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

CACI, Inc., Federal, Chantilly, Va., is being awarded a $10,999,976 increase in scope modification to previously awarded contract (N00174-10-D-0018) for scientific, technical, and administrative intelligence-related services. Services provided will involve creating end-user knowledge from intelligence data and products, managing human systems interface of knowledge through processes such as modeling and simulation. Additionally, services will include providing weapon systems science, technology, engineering, and logistics services and support, providing security support services for both collateral and compartmented facilities and programs, providing other administrative and technical services such as preparing technical documents, drafting, and illustrations, and developing and executing an overall contract and project management plan. Work will be performed in Louisville, Ky., and is expected be completed by July 2012. Contract funds in the amount of $899,357 will expire at the end of the current fiscal year. The Naval Surface Warfare Center, Indian Head, Md., is the contracting activity.

Sikorsky Support Services, Inc., Pensacola, Fla., is being awarded an $84,100,000 indefinite-delivery/indefinite-quantity contract for logistics services and materials for organizational, intermediate, and depot level maintenance to support 273 T-34, 54 T-44, and 62 T-6 aircraft based primarily at Naval Air Station (NAS) Corpus Christi, Texas; NAS Whiting Field, Fla.; and NAS Pensacola, Fla. Work will be performed in Corpus Christi, Texas (50 percent), Whiting Field, Fla. (39 percent), Pensacola, Fla. (8 percent), and various sites within the continental United States (3 percent) including: NAS Lemoore, Calif.; NAS Patuxent River, Md.; Strike Fighter Weapons School, NAS Oceana, Va.; Marine Corp Air Station Miramar, Calif.; Naval Air Facility El Centro, Calif.; Fort Bragg, N.C.; Huntsville, Ala.; and NAS Fallon, Nev. Work is expected to be completed in October 2011. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-D-0014).

L-3 Communications Vertex Aerospace, LLC, Madison, Miss., is being awarded a $42,285,583 modification to a previously awarded firm-fixed-price, indefinite-delivery requirements contract (N00019-05-D-0023) for logistics support of 124 TH-57B/TH-57C aircraft. Work will be performed at Naval Air Station (NAS) Whiting Field, Milton, Fla. (99 percent), and NAS Patuxent River, Md. (1 percent), and is expected to be completed in September 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

The Boeing Co., St. Louis, Mo., is being awarded a $40,000,000 modification to a previously awarded fixed-price-incentive-fee contract (N00019-09-C-0019) for non-recurring engineering services in support of the next generation advanced mission computer system for the F/A-18E/F and EA-18G aircraft. Work will be performed in Bloomington, Minn. (53.7 percent), Baltimore, Md. (33.3 percent), and St. Louis, Mo. (13 percent). Work was completed in December 2010. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

The Boeing Co., Jacksonville, Fla., is being awarded a $24,203,605 modification to a previously awarded cost-plus-fixed-fee contract (N00189-08-D-Z028) for supplies and services to support depot-level modification installations and in-service repairs of the F/A-18 series aircraft. Work will be performed in Jacksonville, Fla., and is expected to be completed by Sept. 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Robertson Fuel Systems, LLC, Tempe, Ariz., is being awarded a $14,017,886 modification to a previously awarded firm-fixed price, indefinite-delivery/indefinite-quantity contract (N00019-08-D-0009) to exercise an option for the procurement of V-22 mission auxiliary fuel tanks, refueling kits, and accessories. Work will be performed in Tempe, Ariz., and is expected to be completed in December 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Lockheed Martin Mission Systems and Sensors, Owego, N.Y., is being awarded an $8,871,630 firm-fixed-price contract for the procurement of A and B modification kits in support of the MH-60 acoustic technical insert (ATI), including cable modification kits, ATI, software defined sonobouy, pre-amplifier unit, sensor operator consoles, link-16 retrofits and notch filters. Work will be performed in Owego, N.Y. (66.56 percent); Victor, N.Y. (23 percent); Farmingdale, N.Y. (4.5 percent); Butler, N.J. (3.3 percent); and Ciudad Real, Spain (2.6 percent). Work is expected to be completed in March 2016. This contract was not competitively procured. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-C-0048).

Orbital Sciences Corp., Chandler, Ariz., is being awarded a $26,210,174 firm-fixed-price contract for the Full Rate Production 5 (FRP V) of seven GQM-163A Coyote Supersonic Sea Skimming Target base vehicles, including associated hardware, kits and production support. Work will be performed in Chandler, Ariz. (71 percent); Camden, Ariz. (24 percent); Vergennes, Vt. (3 percent); and Hollister, Calif. (2 percent), and is expected to be completed in March 2011. This contract was not competitively procured pursuant to FAR 6.302-1. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-C-0050).

Raytheon Missile Systems, Tucson, Ariz., is being awarded a $19,850,273 cost-plus-fixed-fee contract for the developmental, integration, and flight test services in support of the AIM-9X System Improvement Program, for the Navy, Air Force, and the governments of Korea, Saudi Arabia, Singapore, and Turkey. Work will be performed in Tucson, Ariz., and is expected to be completed in January 2012. Contract funds in the amount of $512,117 will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.301-1. This contract combines purchases for the U.S. Navy ($370,000; 1.86 percent); U.S. Air Force ($14,614,738; 73.63 percent); Korea ($2,975,000; 14.99 percent); Saudi Arabia ($1,120,000; 5.64 percent); Singapore ($720,000; 3.63 percent); and Turkey ($50,535; 0.25 percent) under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-C-0026).

M7 Aerospace, LP, San Antonio, Texas, is being awarded a $15,645,556 indefinite-delivery contract for logistics support of 12 Navy/Marines UC-35 aircraft and seven Navy C-26 aircraft located at nine global locations. Services to be provided include organizational and depot-level maintenance, parts, support equipment maintenance, and engineering support. Work will be performed in Pacific Missile Range Facility, Barking Sands, Hawaii (14 percent); Marine Corp Air Station (MCAS), Futenma, Japan (13 percent); Andrews Air Force Base, Md. (11 percent); Naval Air Station (NAS), New Orleans, La. (10 percent); NAS Sigonella, Italy (10 percent); Naval Support Activity, Naples, Italy (10 percent); San Antonio, Texas (9 percent); MCAS Miramar, Calif. (8 percent); MCAS Cherry Point, N.C. (8 percent); and Al Udeid, Qatar (7 percent). Work is expected to be completed by May 2012. This contract was competitively procured via electronic request for proposal, with four offers received. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-D-0002).

Wyle Laboratories, Inc., Huntsville, Ala., is being awarded an $11,881,935 modification to a previously awarded cost-plus-fixed-fee contract (N00421-08-C-0025) to exercise an option for aircrew, engineering, operations, and scheduling services in support of the Naval Test Wing Atlantic and Naval Test Wing Pacific. Work will be performed in Patuxent River, Md., and is expected to be completed in March 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

Sensor and Antenna Systems, Lansdale, Inc., Lansdale, Pa., is being awarded an $11,139,128 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0047) to exercise an option for eight low band transmitters; 23 vertical polarized antennas; and 14 horizontal polarized antennas associated with the AN/ALQ-99 low band transmitter. Work will be performed in Lansdale, Pa., and is expected to be completed in January 2014. Contract funds in the amount of $4,135,985 will expire at the end of the fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
