Local Navy Contract Awards


WASHINGTON (July 11, 2010) - The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

The Boeing Co., St. Louis, Mo., is being awarded a $43,322,994 cost-plus-fixed-fee contract for non-recurring engineering to integrate Mode 5 capability into the F/A-18E/F and EA-18G AN/APX-111 combined interrogator transponder (CIT), including the upgrade of three Mode 5 CIT assets, procurement of 14 Mode CIT test assets, and implementation of Mode 5 into automated test equipment. Work will be performed in Greenlawn, N.Y. (75 percent), and St. Louis, Mo. (25 percent), and is expected to be completed in September 2014. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0078).

GE Aviation Systems, LLC, Vandalia, Ohio, is being awarded an $11,800,000 firm-fixed-price contract for the procurement of 236 main generators for the CH-46E helicopter. Work will be performed in Vandalia, Ohio, and is expected to be completed in July 2016. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0043).

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Conn., is being awarded a $57,594,777 modification to convert a previously awarded advance acquisition contract (N00019-09-C-0015) to an undefinitized contract action. This modification further provides for the procurement of 32 low-rate initial production F-135 propulsion systems: 10 conventional take off and landing (CTOL) for the Air Force; 16 short take-off and vertical landing (STOVL) for the Marine Corps; four carrier variant for the Navy; one STOVL for the United Kingdom; and one CTOL for the Netherlands. In addition, this modification provides for associated and specifically identified sustainment and production non-recurring activities for the Navy, Marine Corps, Air Force, United Kingdom, the Netherlands, Italy, Turkey, Canada, Australia, Denmark and Norway. Work will be performed in East Hartford, Conn. (70 percent), Bristol, United Kingdom (19 percent), and Indianapolis, Ind. (11 percent). Work is expected to be completed in January 2013. Contract funds will not expire at the end of the current fiscal year. This contract combines purchases for the U.S. Marine Corp ($41,619,028; 72.3 percent), Air Force ($7,878,472; 13.7 percent), and Navy ($2,502,500; 4.3 percent); and the governments of the United Kingdom ($3,803,181; 6.6 percent); Italy ($1,187,916; 2.1 percent); the Netherlands ($546,806; 0.95 percent); Turkey ($28,437; 0.025 percent); and Australia ($28,437; 0.025 percent). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded an advance acquisition contract with an estimated value of $522,200,000 to provide for long-lead efforts and materials associated with the production and delivery of 42 low-rate initial production Lot V F-35 Joint Strike Fighter aircraft. This contract provides for 22 conventional take off and landing aircraft for the Air Force; 13 short take off and vertical landing aircraft for the Marine Corps; and seven carrier variant aircraft for the Navy. Work will be performed in Fort Worth, Texas (35 percent); El Segundo, Calif. (25 percent); Warton, United Kingdom (20 percent); Orlando, Fla. (10 percent); Nashua, N.H. (5 percent); and Baltimore, Md. (5 percent). Work is expected to be completed in May 2011. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. This contract combines purchases for the Navy ($329,100,000; 63 percent) and Air Force ($193,100,000; 37 percent). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0002).

L-3 Communications Vertex Aerospace, LLC, Madison, Miss., is being awarded a $51,295,003 firm-fixed-price, cost-reimbursable requirements contract to provide aircraft maintenance and logistics life cycle support for 54 Navy and 11 Marine Corps C-12 aircraft. Work will be performed at the Naval Air Station (NAS), Corpus Christi, Texas (38 percent); NAS Patuxent River, Md. (8 percent); NAS North Island, Calif. (6 percent); Naval Support Activity, Bahrain (5 percent); NAS Norfolk, Va. (5 percent); Naval Air Facility (NAF) Atsugi, Japan (5 percent); NAF Andrews, Md. (3 percent); NAS Guantanamo Bay, Cuba (3 percent); NAF Kadena, Japan (3 percent); Marine Corps Air Station (MCAS) New River, N.C. (3 percent); MCAS Yuma, Ariz. (3 percent); NAS New Orleans, La. (3 percent); MCAS Iwakuni, Japan (3 percent); MCAS Futenma, Japan (1.5 percent); NAS Willow Grove, Pa. (1.5 percent); NAS Dallas, Texas (1.5 percent); NAS Miramar, Calif. (1.5 percent); NAF Misawa, Japan (1.5 percent); MCAS Beaufort, S.C. (1.5 percent); NAS Jacksonville, Fla. (1.5 percent); and Manassas, Va. (1.5 percent). Work is expected to be completed in August 2011. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-D-0038).

Northrop Grumman Systems Corp., Integrated Systems Sector, San Diego, Calif., is being awarded a $38,300,000 not-to-exceed modification to a previously awarded firm-fixed-price contract (N00019-07-C-0041) for the procurement of three low-rate initial production vertical takeoff and landing tactical unmanned aerial vehicle units. Work will be performed in San Diego, Calif., and is expected to be completed in October 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Engility Corp., Billerica, Mass. is being awarded a $10,143,919 cost-plus-fixed-fee contract for the procurement of labor for the combined explosives exploitation cell (CEXC) expansion. This action fulfills the joint urgent operational needs requirement of forward deployed lab specialists with highly technical skill sets to the CEXC. Work will be performed in Afghanistan (99 percent) and Maryland (1 percent), and is expected to be completed June 2011. Contract funds in the amount of $1,583,334 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Surface Warfare Center, Indian Head Division, Indian Head, Md., is the contracting activity (N00174-10-C-0042).

Raytheon Co., Falls Church, Va., is being awarded a $7,769,679 modification to a previously awarded cost-plus-award-fee, cost-plus-incentive-fee contract (N00019-98-C-0190) to provide additional software development in support of the tactical control system, Block 2 Version 4 software product requirements. Work will be performed in Falls Church, Va. (82 percent); Dahlgren, Va. (10 percent); and San Pedro Calif. (8 percent); and is expected to be completed in November 2010. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
