St. Mary's County BCI Narcotics Arrests


LEONARDTOWN, Md. (May 8, 2009) - The St. Mary's County Bureau of Criminal Investigations (BCI) Narcotics Division today released the following incident and arrest reports. The Division is an investigative team comprised of Detectives from the St. Mary’s County Sheriff’s Office, Maryland State Police Drug Enforcement Division and Federal Drug Agents (HIDTA Group 34). The Division was established on September 1st, 2007 and is based in St. Mary’s County.

MARIJUANA, COCAINE, HANDGUN SEIZURE: Detectives, assisted by the St. Mary's County Sheriff's Office Emergency Services Team (EST), executed a search and seizure warrant on a Lexington Park residence. Once inside, more than two pounds of marijuana, nearly $1,600 in currency, $300 worth of cocaine, and a handgun were recovered. Jerome Anthony Chase, a/k/a "Boogie," age 46, of Lexington Park; and Charlie Earl Horn, a/k/a "Squeaky," age 34, of Lexington Park, were arrested and charged accordingly. Additional charges are pending a review with State's Attorney Richard D. Fritz.

POSSESSION OF MARIJUANA: Detectives and members of the EST executed a search warrant on a residence in Great Mills. Marijuana was recovered and Michael Winfield Proctor and Geneva Proctor were arrested for misdemeanor possession of marijuana. Additional charges are pending a State's Attorney's Office review.

POSSESSION OF MARIJUANA: Deputies responded to a Great Mills residence for a reported CDS violation. Deputies detected an odor of burnt marijuana emitting from the home. Vice Narcotics detectives were called and responded to the scene. A search and seizure warrant was obtained and executed. Marijuana and related smoking devices were recovered. Paul Kevin Sweeney, age 24, and C. Robert Carey Manning, age 20, were arrested and charged accordingly. Additional charges are pending a State's Attorney's review.

FALSE ROBBERY REPORT: Charles Francis Turner III, age 20, of Lusby, was arrested on an open warrant. The District Court warrant was obtained by Vice Narcotics and originated from a separate investigation. Turner was operating a vehicle that was involved in a reported robbery of the occupants. As the investigation continued it was determined that there was no robbery, it was a failed drug deal. Detectives located a "grinder" with marijuana inside and confirmed that Turner was suspended from driving in the State of Maryland.

INDICTMENT FOR COCAINE DEALING: Detectives identified John "Cody" Steele, age 20, of Lexington Park, as a source and supply of cocaine. An undercover purchase of cocaine was made from Steele. The case was presented to the grand jury and an indictment was obtained. Steele was arrested and originally placed on a No Bond status. Additional charges are pending.
