LEONARDTOWN, Md. (Dec. 14, 2009) - The St. Mary's County Bureau of Criminal Investigations (BCI) today released the following incident and arrest report. BCI is an investigative team comprised of detectives from the St. Mary's County Sheriff's Office and the Maryland State Police, Leonardtown Barrack. The unit was established on July 1, 2003 and is based in Leonardtown.
ARMED MAN CALL RESULTS IN SEX OFFENSE ARREST: On Sunday, December 13, at 1140 p.m., patrol officers responded to a residence in Mechanicsville for the report of a subject with a firearm. Deputies responding observed a subject fire two shots into the air as they approached the residence. Deputies were able to subdue Rolf D. Hartman, age 49, of Mechanicsville. Further investigation revealed an argument had ensued over an alleged sexual contact Hartman had with two juvenile female victims and had pointed a shotgun at family members when confronted regarding the alleged incidents. Detectives from BCI responded to the scene and assumed the investigation. Following interviews with the two juvenile victims, it was determined Hartman had engaged in sexual contact with the two victims on separate occasions during the past several months. Hartman was subsequently charged with Second Degree Sex Offense, Third Degree Sex Offense, two counts of Assault First Degree and incarcerated in the Detention Center pending a bond hearing before the District Court Commissioner.
