Shreve's acting director term began July 23, 2007. He will begin serving in the capacity of Director on Monday, August 18, 2008.

Shreve began his career more than 32 years ago and he has experience in operating, directing, and managing public utility organizations in Baltimore City, Anne Arundel County, and St. Mary's County. He is the current Chairperson of the Maryland Board of Certification for Water and Waste Systems Operators (Gubernatorial appointment and Senate confirmed), and is the Chair of the Training Review and Evaluation Committee of the same board. He has appointments to, and actively participates on, various boards and committees at the State and local level, including the State's Lower Potomac Tributary Team and the St. Mary's County Commission on the Environment. “In the past year, Bill has demonstrated excellence as the Acting Director of the Department of Utilities, giving the Department a seamless transition of leadership,” said Commissioner President Wayne Cooper. “He consistently proved himself to be the best person for the job, so he is a natural choice to fill the position on a permanent basis.”
