Charles County Has New Director of Utilities


LA PLATA, Md. (July 28, 2008)—The Charles County Commissioners recently announced the appointment of William A. Shreve, Sr., of Park Hall, as the director of the Charles County Department of Utilities. Shreve currently serves as the acting director of the Utilities Department under a contract with Maryland Environmental Service.

Shreve's acting director term began July 23, 2007. He will begin serving in the capacity of Director on Monday, August 18, 2008.

Shreve began his career more than 32 years ago and he has experience in operating, directing, and managing public utility organizations in Baltimore City, Anne Arundel County, and St. Mary's County. He has managed utility operations in Southern Maryland since January 1992, which includes more than 14 years in St. Mary's County.

He is the current Chairperson of the Maryland Board of Certification for Water and Waste Systems Operators (Gubernatorial appointment and Senate confirmed), and is the Chair of the Training Review and Evaluation Committee of the same board. He has appointments to, and actively participates on, various boards and committees at the State and local level, including the State's Lower Potomac Tributary Team and the St. Mary's County Commission on the Environment. He has been an active member of several organizations, including the Water and Waste Operators Association of Maryland, Delaware and the District of Columbia.

Shreve is a graduate of Anne Arundel Community College with an Associates Degree in Environmental Studies with an emphasis on water quality of the Chesapeake Bay Region. He is currently working toward his Bachelor of Science Degree in Environmental Management at the University of Maryland University College and holds Maryland Class 4, 5, S, A Wastewater and Class 2 Water Treatment Certifications.

“In the past year, Bill has demonstrated excellence as the Acting Director of the Department of Utilities, giving the Department a seamless transition of leadership,” said Commissioner President Wayne Cooper. “He consistently proved himself to be the best person for the job, so he is a natural choice to fill the position on a permanent basis.”
