MSP Reports for Charles County


LA PLATA, Md. (July 17, 2008) - The La Plata Barrack of the Maryland State Police (MSP) today released the following incident and arrest reports.

On July 11, 2008, at approximately 2:00 a.m., TFC J. Edelen was on routine patrol traveling southbound U.S. Route 301 in the area of Billingsley Road when he stopped Raymond N. Harris, age 40, of Washington D.C., for an inoperative stop light. A check through MILES/NCIC revealed the tag to the vehicle was not on file in Washington D.C. TFC Edelen made contact with the driver who was identified by his Virginia license. A check of the soundex came back to another subject. A further check through MILES/NCIC revealed Harris was on file in Virginia. Harris was arrested for and charged with displaying false government identification.

On July 15, 2008, at approximately 1:10 a.m., Trooper J. Wilson was on routine patrol on northbound Crain Highway at VFW road when he stopped Jared William Swindell, age 19, of Cheltenham, for a traffic violation. Upon contact with the driver Trooper Wilson smelled a strong odor of an alcoholic beverage coming from Swindell’s breath. Trooper T. Scott who assisted Trooper Wilson advised Trooper Wilson he observed what appeared to be a B.B. gun and a large knife in the vehicle. Swindell was charged with DUI, and did wear and carry a bowie knife, a dangerous weapon concealed upon and about his person.
