MSP Reports for Charles County


LA PLATA, Md. - The La Plata Barrack of the Maryland State Police (MSP) yesterday released the following incident and arrest reports.

On July 19, 2007, at approximately 11:15 a.m., Tpr. J. Wiersma was on routine patrol traveling on southbound U.S. Route 301 when he observed a Buick LeSabre with a window tint violation. Tpr. Wiersma initiated a traffic stop. Upon contact with the driver, Reginald D. Buck, Jr., 20 years, of Clinton, MD, Tpr. Wiersma noted the driver was very talkative and nervous. The driver had a freshly lit cigarette and numerous air fresheners in the vents, on the side of the driver’s door and near the steering column. Tpr. Wiersma also noticed there was small loose green and brown leafy material all over the floorboard. Tpr. Wiersma issued Buck a Standard Equipment Repair Order for the window tint, and requested consent to search the vehicle. Buck complied with the request and the search revealed 2 partially burnt suspected marijuana cigarettes and loose marijuana. Buck was placed under arrest and transported to the Charles County Detention Center for processing. Buck was charged with Possession of CDS Marijuana.

On July 22, 2007, TFC J. Edelen was traveling northbound on U.S. Route 301, north of Smallwood Drive when he observed a white male, William C. Horner, 29 years, of Harmans, MD, in the Hooters parking lot facing U.S. Route 301 urinating with his penis in plain view to traffic. TFC Edelen approached Horner, his penis was still out of his pants in plain view to the public. Horner was placed under arrest and taken to the Charles County Detention Center for processing. Horner was charged with did indecently expose his person (in a public place, to wit: Hooters Parking lot 3600 Crain Highway, Waldorf, MD/to TFC J. Edelen).
