MSP Reports for Charles County


LA PLATA, Md. - The La Plata Barrack of the Maryland State Police (MSP) today released the following incident and arrest reports.

CDS ARREST: On June 25, 2007 at approximately 8:00 p.m., TFC J. Edelen was on routine patrol traveling southbound on St. Charles Parkway when he observed a gold Honda with a window tint violation. TFC Edelen activated his emergency equipment to conduct a traffic stop on the vehicle. Contact was made with the driver, Phillip Mathew Mccan, 18 years, of Waldorf, Md.

While TFC Edelen was speaking with the driver, he observed he was very nervous. Tpr. W. Jenkins arrived on the scene to assist. While TFC Edelen was completing paperwork on the tint violation, Tpr. Jenkins questioned Mccan as to why he was nervous and where he was coming and going. During there conversation, Mccan advised Tpr. Jenkins that there was two bags of weed in the vehicle. A search of the vehicle revealed a plastic baggie containing two individually wrapped baggies of marijuana and numerous empty baggies used to package marijuana.

Mccan was placed under arrest and transported to the Maryland State Police Barrack for processing. Mccan was later transported to the Charles County Detection Center pending a bond review.

Mccan was charged with the following: did possess a controlled dangerous substance of schedule I, to wit: marijuana, and did use drug paraphernalia, to wit: plastic baggie used to pack/repack/store/contain a controlled dangerous substance of schedule I, to wit: marijuana.
