MSP Reports for Charles County


LA PLATA, Md. - The La Plata Barrack of the Maryland State Police (MSP) today released the following incident and arrest reports.

On April 23, 2007 at approximately 1:49 a.m., Tpr. K. Clark was traveling southbound on U.S. Route 301, in the area of Acton Lane, Waldorf, Charles County, MD, when he observed the driver of a red Ford Escort, bearing Virginia registration, with a seat belt violation. Tpr. Clark activated his emergency equipment and initiated a traffic stop on the vehicle. The driver, Michael Robert Wahl, 25 years, of York, VA, was identified by his VA driver’s license.

While Tpr. Clark was speaking to Wahl, he observed loose marijuana flakes in a compartment on the inside of the driver’s side door. Wahl stated he smoked marijuana earlier in the day. Tpr. Clark asked Wahl to exit his vehicle to perform a probable cause search. Tpr. Clark asked Wahl if he had anything illegal in the car or on himself. Wahl admitted to having a pipe in his pocket, and pulled out a metal smoking pipe containing marijuana residue from his left front pocket.

Wahl was placed under arrest and transported to the Charles County Detention Center pending bond review. Wahl was charged with the following: did possess a controlled dangerous substance of schedule I, to wit: marijuana; and did use/possess with intent to use drug paraphernalia, to wit: one metal smoking pipe containing marijuana residue, used to store/ contain/ conceal/ ingest/ inhale/ introduce into the human body by smoking a controlled dangerous substance of schedule I to wit: marijuana.
