POSSESSION OF MARIJUANA: On 7/11/2006, 6:00 PM, Rt. 2/4, Solomons, TPR Bigham stopped a vehicle for a traffic violation. When TPR Bigham contacted the operator, he detected the odor of suspected marijuana. A search was conducted and suspected marijuana and CDS paraphernalia were located in the vehicle. At that time, Jack Davis Morgan, 27, of California, MD, was placed under arrest for possession of marijuana and CDS paraphernalia. After processing, he was transported to the CCDC to await a commissioner’s hearing.
