Possession of CDS

June 22, 2006 @ 3:16 p.m. While working stationary LASER speed enforcement on northbound U. S. Route 301, north of Chapel Point Road, Charles County, Maryland, Trooper R. Hill observed a green passenger car in lane #1 traveling at a high rate of speed, he observed a speed reading of 72 miles per hour on the LASER unit. Posted speed limited 55 miles per hour. Trooper Hill pursued and stopped the vehicle north of Chapel Hill Road. Upon contact with the driver, Bridget J. De Grandcourt, 18 years, of Cobb Island, Trooper Hill detected a strong odor of marijuana emitting from within the vehicle. A probable cause search of the vehicle revealed suspected marijuana. Ms. De Grandcourt was placed under arrested and charged with possession of CDS marijuana. She was incarcerated in the Charles County Detention Center pending a bond review. Trooper R. Hill conducted this investigation.

June 22, 2006 @ 11:10 p.m. While traveling northbound on U.S. Rt. 301, at Preference Drive, Charles County, Maryland, Trooper Hill observed a red Ford Escort pull out of the Good Times Bar parking lot and traveled northbound on U.S. Route 301. The vehicle made an abrupt lane change and turned onto westbound Old Stagecoach Road. The vehicle failed to drive right of center once turning onto Old Stagecoach Road. Trooper Hill initiated a traffic stop for the violation.

Upon contact with the driver, Craig M. Doshen, 25 years, of Port Tobacco, a strong odor of an alcoholic beverage was observed on his breath, subsequently Mr. Doshen was placed under arrest for DUI. A check through the MVA indicated that Mr. Doshen had an alcohol restriction and an employment only restriction on his Maryland license.

A search incident to arrest revealed in plain view, a multi color glass CDS smoking pipe on the center consol of the vehicle. The pipe contained burnt CDS marijuana residue. Further search revealed two metal smoking devices contained burnt CDS marijuana residue. These pipes were also recovered on the center consol of the vehicle. One plastic baggie containing 5.6 grams of suspected CDS marijuana was recovered from an ashtray in the center consol of the vehicle.

Mr. Doshen was charged with possession of CDS marijuana, possession of CDS paraphernalia, failure to drive right of center, driving under the influence of alcohol, and violating license restriction. He was incarcerated in the Charles County Detention Center pending a bond review. Trooper R. Hill conducted this investigation.

“Sobriety Checkpoint Strikeforce”

Law enforcement agencies throughout Charles County will join together for a sobriety checkpoint on Friday, June 30, 2006 for the July Forth weekend. A briefing will be held at the La Plata Barrack at 3:00 p.m.

The goal for this checkpoint is to reduce the number of drunk and drugged drivers on Charles County roadways during the Memorial Day weekend. Citizens can report suspected drunk and drugged drivers by dialing #77 on their cell phone. This is a free call that is connected to the closest Maryland State Police Barrack.
