LA PLATA, MD - The Charles County Commissioners will conduct a public hearing on Tuesday, September 20, 2005, at 11:30 a.m., in the County Commissioners' Meeting Room of the Charles County Government Building to consider proposed amendments to the 2003 Charles County Comprehensive Water and Sewerage Plan.
The Water and Sewer Plan is a 10-year plan which describes the present and future provision of public water and sewer service. This public hearing will provide the public the opportunity to present testimony on the amendments received by August 15, 2005, the amendment cycle deadline. These proposed amendments include eight new map applications and one deferred application from previous amendment cycles requesting a service category amendment. The County is also proposing one amendment to the 2003 Comprehensive Water and Sewer Plan.
The proposed amendments include:
NEW MAP APPLICATIONS
Bensville Area
1. Brooksfield - The applicant is requesting a change in water and sewer category classification from W5E/S5E to W3/S3. The property consists of 4.55 acres and is located on the west side of Mill Hill Road, north of the PEPCO right-of-way. Currently zoned Low-density Residential (RL), the applicant proposes to build three single family homes.
2. Deer Park Estates - The applicant is requesting a change in water and sewer category classification from W5/S5 to W3/S3. The property consists of 44.99 acres and is located on the west side of Bensville Road, north of the Eutaw Forest subdivision. Currently zoned Low-density Residential (RL), the applicant proposes to build 49 single family homes.
3.Bracey Estates - Section 2 - The applicant is requesting a change in water and sewer category classification from W5/S5 to W3/S3. The property consists of 39 acres and is located on the west side of Mill Hill Road, across from Laurel Branch Drive. Currently zoned Low-density Residential (RL), the applicant proposes to build 39 single family homes.
4. Kral Property - The applicant is requesting a change in water and sewer category classification from W5/S5 to W3/S3. The property consists of 1.0 acre and is located on the east side of Mill Hill Road, across from Elsa Avenue. Currently zoned Low-density Residential (RL), the applicant proposes to build 1 single family home.
5. Cooper Property - The applicant is requesting a change in water and sewer category classification from W5/S5 to W3/S3. The property consists of 1.06 acres and is located on the east side of Mill Hill Road, south of Elsa Avenue. Currently zoned Low-density Residential (RL), the applicant proposes to build 1 single family home.
Waldorf Area
6. Renner Property - The applicant is requesting a change in water and sewer category classification from W3/S5E to W3/S3. The property consists of 10.41 acres and is located on Hidden View Place, off of Renner Road. Currently zoned Medium-density Residential (RM), the applicant proposes to build one single family home.
7. Swinford Property - The applicant is requesting a change in water and sewer category classification from W5/S5 to W3/S3. The property consists of 153.29 acres and is located on the west side of Middletown Road, across from Smallwood Drive. Currently zoned Low-density Residential (RL), the applicant proposes to build 459 single family homes.
Bryans Road/Indian Head Area
8. Spooner Property - The applicant is requesting a change in water and sewer category classification from W6E/S5E to W6E/S3. The property consists of 46.64 acres and is located on the south side of MD 210, north-east of the Town of Indian Head. Currently zoned Low-density Residential (RL), the applicant proposes to build 115 single family homes.
DEFERRED PETITION
Hughesville Area
9. Hughesville Development Site - The applicant is requesting a change in water and sewer category classification from W6/S6 to W3/S3. The property consists of 145 acres and is located on the south side of MD 5, approximately 3,600 feet north-west of the intersection of MD 5 and MD 231. Currently zoned AC/IG, the applicant is seeking to build several commercial and industrial pad sites, including a 30,000 square foot medical facility.
COUNTY PETITION
10. The County proposes to correct the Charles County Comprehensive Water and Sewer Map #1. The water service area for the Laurel Acres Subdivision in the Bryans Road area is currently incorrect, and therefore is proposed to be corrected, per the direction of the private water company, Laurel Water Supply.
