On Aug. 14 at 12:36 a.m., Officer R. Glover observed a 1998 Saturn traveling north on Crain Highway fail to stop for a red traffic signal at the intersection of Crain Highway and Leonardtown Road in Waldorf. Officer Glover conducted a traffic stop on the vehicle. Upon approaching the driver, Officer Glover detected an odor of marijuana inside the vehicle. A search of the vehicle yielded a quantity of marijuana and drug paraphernalia. The driver, Jonathan Ebner Conrad, 18, of Fort Washington, was arrested and charged with possession of marijuana and possession of drug paraphernalia. Conrad is being held at the Charles County Detention Center pending an appearance before the District Court Commissioner.
