Fight Breaks Out At IHOP; Two Arrested


On 06/18/05 at approximately 0200 hours officers responded to the I-Hop for a reported fight and disorderly crowd. Upon arrival DFC Michael Labanowski, Deputy Shaun Carberry, DFC Elizabeth Trossbach, Cpl Craig Tyer MSP, and other members, both on and off-duty of the Sheriff's Office and Maryland State Police attempted to disperse a large disorderly crowd from the parking lot. As the crowd was moving a suspect refused to leave and began yelling and screaming profanities causing a crowd to gather. He was advised he was under arrest and was being placed under arrest when he began resisting. During the resisting arrest he grabbed and officers gun belt and was subdued and placed on the ground. The suspect was later identified as Andrae Marquis Briscoe, 22 of Lexington Park. Briscoe was charged with Disorderly Conduct, Resisting arrest, and Attempting to Disarm a Police Officer. During the arrest of Briscoe another suspect began acting disorderly and refused to leave, he was placed under arrest and charged with Disorderly Conduct, he was identified as Samuel Lee Payne, 18 of Lexington Park . Trooper 7 also arrived overhead and used their lights to aid the officers in dispersing the crowd.
