Thomas "Tom" Russell is SMECO's Permits and Contracts Manager in the Corporate Services Department. He succeeds Frank Gerred, who retired in July. In Russell's position, he will provide engineering and environmental affairs services for the preparation and processing of applications for permits, easement acquisitions, and joint use contracts.
Russell served five years as Deputy Director of the St. Mary's County Metropolitan Commission, which manages the county's water and sewer services. Before that, he spent 26 years as Director of Environmental Health for the St. Mary's County Health Department.
Russell has a Bachelor of Arts degree from St. Mary's College and a Master of Science degree from George Washington University. He lives in Leonardtown with his wife, Karen, and their son, Thomas.
SMECO is a customer-owned electric cooperative providing electricity to over 134,000 services in southern Prince George's County, and in Charles County, St. Mary's County, and all but the northeast portion of Calvert County.
