Arrest Made in Waldorf Shooting


Steven Nathaniel Foster, the suspect in the shooting at JC Penney in the 11100 block of Mall Circle in Waldorf on July 6, was located on July 6 at 10:30 p.m. by Charles County Sheriff’s detectives and Metropolitan Police Department officers.

Foster was arrested by the MPD in the 2200 block of Savannah Street in Southeast Washington, D.C. and was charged with being a fugitive from justice. Pending extradition to Charles County, he will be charged with two counts of First Degree Assault, two counts of Attempted Second Degree Murder, Handgun Use in Felony/Violent Crime, Handgun on Person and Handgun in Vehicle.

Charles County Sheriff’s officers responded to JC Penny at 4:57 p.m.. Investigation revealed subjects were in a vehicle in the parking lot when a verbal argument ensued. Foster, 19, of Washington, D.C., allegedly brandished a handgun during the altercation and fired shots. One of the individuals in the vehicle, a 19-year-old Washington, D.C., man, fled the vehicle on foot and was able to escape injury. The other individuals fled in the vehicle.

A short time later, a 39-year-old Washington, D.C., man was located in the emergency room of Southern Maryland Hospital Center suffering from a gunshot wound that police determined was received during this altercation. The victim sustained serious injury and was listed in serious but stable condition.

Detectives have determined the subjects in the vehicle were the only subjects involved in the incident and the incident is not related to the St. Charles Towne Center, it’s employees or its patrons. The incident is the result of a dispute between the subjects and did not involve robbery.
