Local Navy Contract Awards


USN LogoWASHINGTON (May 4, 2015)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Ft. Worth, Texas, is being awarded a $142,683,533 modification to a previously awarded cost-plus-incentive-fee contract (N00019-02-C-3002) to continue development of the Joint Strike Fighter Autonomics Logistics Information System Standard Operating Unit Version 2 capability development effort. This modification includes the incorporation of sub-squadron reporting, dynamic routing, and decentralized maintenance capabilities. Work will be performed in Orlando, Florida (80 percent); and Fort Worth, Texas (20 percent), and is expected to be completed in July 2017. Fiscal 2015 research, development, test and evaluation (Navy, Marine Corps, and Air Force) funds in the amount of $18,576,713 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is being awarded a $156,955,110 fixed-price-incentive-firm target advance acquisition contract to procure long lead-time components, parts, materials and effort in support of 90 low-rate initial production Lot X F-135 propulsions systems for the F-35 Lightning II Joint Strike Fighter aircraft. These systems include (44) F-135-PW-100 for the Air Force; (9) F-135-PW-600 for the Marine Corps; and (2) F-135-PW-100 for the Navy. In addition, this contract provides for the procurement of (30) F-135-PW-100 and (5) F135-PW-600 systems for international partners and Foreign Military Sales customers. Work will be performed in East Hartford, Connecticut (67 percent); Indianapolis, Indiana (26.5 percent); and Bristol, United Kingdom (6.5 percent); and is expected to be completed in September 2017. Fiscal 2015 aircraft procurement, (Air Force and Navy) funds, as well as international partner and Foreign Military Sales funds in the amount of $156,955,110 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1). This contract combines purchases for the Air Force ($64,015,312; 41 percent); the Navy ($32,345,557; 20 percent); international partners ($43,229,790; 28 percent); and foreign military sales ($17,364,451; 11 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-C-0004).

The Boeing Co., Seattle, Washington, is being awarded a $29,318,485 cost-plus-fixed-fee delivery order (3058) against a previously issued basic ordering agreement (N00019-11-G-0001) for the procurement of supplies and services to sustain the P-8A MMA test aircraft, the Patuxent River System Integration Lab, and associated support equipment in support of the P-8A MMA program. Work will be performed in Seattle, Washington (48 percent); Patuxent River, Maryland (38 percent); Atlanta, Georgia (10 percent); and Dallas, Texas (4 percent), and is expected to be completed in October 2016. Fiscal 2015 research, development, test, and evaluation (Navy) funds in the amount of $15,800,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Systems Application and Technologies Inc., Largo, Maryland, is being awarded a $16,776,787 cost-plus-fixed-fee contract for continued support services to the Naval Air Systems Command's Air Vehicle Modification and Instrumentation Department. Services to be provided include designing, developing, procuring, building, installing, testing and evaluating, calibrating, modifying, operating and maintaining instrumentation on aircraft and engines for the Navy and other government, commercial and foreign government customers. Work will be performed in Patuxent River, Maryland (95 percent); China Lake, California (2.5 percent); and Point Mugu, California (2.5 percent), and is expected to be completed in May 2016. Fiscal 2015 major range and test facility base (Navy) funds in the amount of $5,650,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was competitively procured via a 100 percent small business set-aside proposal. Four offers were received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-15-C-0036).

BAE Systems Land & Armaments LP, Armament Systems Division, Minneapolis, Minnesota, is being awarded a $27,458,219 firm-fixed-price contract for 6,360 57mm high explosive pre-fragmented, programmable proximity-fuzed cartridges, in order to support the use of the MK 110 MOD 0 gun mount on Navy ships. Work will be performed in Karlskoga, Sweden (86.5 percent); and Camden, Arkansas (13.5 percent); and is expected to be completed by August 2018. Fiscal 2015 procurement of ammunition (Navy, Marine Corps) funding in the amount of $27,458,219 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with FAR 6.302-1(a)(2) - only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity (N00174-15-C-0014).
