Local Navy Contract Awards


WASHINGTON (June 3, 2012)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

The Boeing Co., St. Louis, Mo., is being awarded an $11,084,479 firm-fixed-price contract for the procurement of the Harpoon and Standoff Land Attack Missile-Expanded Response weapons system components. This contract combines purchases in support of the U.S. Navy ($4,342,034; 39.2 percent) and, under the Foreign Military Sales Program, the governments of: Australia ($2,877,199; 26 percent); Turkey ($1,126,694; 10.2 percent); Japan ($916,182; 8.3 percent); Korea ($537,786; 4.9 percent); Saudi Arabia ($313,751; 2.8 percent); Pakistan ($246,452; 2.2 percent); Canada ($241,015; 2.1 percent); United Kingdom ($237,005; 2.1 percent); Kuwait ($79,668; 0.7 percent); United Arab Emirates ($67,431; 0.6 percent); India ($59,428; 0.5 percent); and Egypt ($39,834; 0.4 percent). Work will be performed in St. Louis, Mo., and is expected to be completed in August 2013. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-0058).

The Boeing Co., St. Louis, Mo., is being awarded a $7,800,000 delivery order against a previously issued basic ordering agreement (N00019-11-G-0001) for a software license agreement for Advanced Harpoon Weapon Control System software for the government of Korea under the Foreign Military Sales Program. This provides for the integration into the Encapsulated Harpoon Command Launch System III hardware. Work will be performed in St. Louis, Mo., and is expected to be completed in June 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

M7 Aerospace, L.L.C., San Antonio, Texas, is being awarded an $11,677,286 modification to a previously awarded indefinite-delivery requirements contract (N00019-11-D-0002) to exercise an option for logistics support for 12 Navy/Marine Corps UC-35 aircraft and seven Navy C-26 aircraft located at nine global locations. Services to be provided include organizational and depot-level maintenance, parts, support equipment maintenance, and engineering support. No funding will be obligated at time of award. Work will be performed at the Pacific Missile Range Facility, Barking Sands, Hawaii (14 percent); Marine Corp Air Station (MCAS), Futenma, Japan (13 percent); Andrews Air Force Base, Md. (11 percent); Fleet Marine Reserve Detachment, Belle Chase, La. (10 percent); Naval Air Station Sigonella, Italy (10 percent); Naval Support Activity, Naples, Italy (10 percent); San Antonio, Texas (9 percent); MCAS Miramar, Calif. (8 percent); MCAS Cherry Point, N.C. (8 percent); and Al Udeid, Qatar (7 percent). Work is expected to be completed by May 2013. Contract funds will not expire at the end of the current fiscal year. Northrop Grumman Systems Corp., Aerospace Systems, Bethpage, N.Y., is being awarded a $32,774,936 modification to a previously awarded cost-plus-award-fee contract (N00019-08-C-0023) in support of the broad area maritime surveillance unmanned aircraft system system development and demonstration. This modification provides for a maintenance concept change that will allow for the development of a logistics management system and implement the transition from contractor logistics support to organic military maintenance. No funding will be obligated at time of award. Work will be performed in Bethpage, N.Y., (74.54 percent), Rancho Bernardo, Calif. (20.82 percent), Melbourne, Fla. (4.59 percent), and Palmdale, Calif. (0.05 percent). Work is expected to be completed in September 2015. Contract funds will not expire at the end of the current fiscal year. Raytheon Co., Goleta, Calif., is being awarded a $9,399,992 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-10-G-0006) for the conversion and testing of 56 AN/ALR-67(V)3 radar warning receiver countermeasure receivers to digital countermeasure receivers in support of F/A-18 E/F aircraft. Work will be performed in Forest, Miss. (48 percent), San Diego, Calif. (38 percent), and Goleta, Calif. (14 percent). Work is expected to be completed in September 2014. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Science Applications International Corp., McLean, Va. (N00421-10-D-0016); Booz Allen Hamilton, Inc., McLean, Va. (N00421-10-D-0017); L-3 Communications Corp., Mount Laurel, N.J. (N00421-10-D-0018); and National Technologies, Inc., Alexandria, Va. (N00421-10-D-0019), are being awarded modifications to previously awarded indefinite-delivery/indefinite-quantity multiple award contracts to exercise options for business financial management and program and business analysis services in support of the Naval Air Warfare Center Aircraft Division (NAWCAD). A not-to-exceed shared ceiling of $9,952,882 exists for the ordering period and each contractor will be provided a fair opportunity to compete for individual task orders. Funds will be obligated on individual delivery orders as they are issued. Work will be performed at NAWCAD Patuxent River, Md. (89.9 percent), and NAWCAD Lakehurst, N.J. (10.1 percent), and is expected to be completed in June 2013. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $19,805,300 modification to the previously awarded fixed-price-incentive-fee (firm target) F-35 Lightning II Joint Strike Fighter Low Rate Initial Production IV contract (N00019-09-C-0010) for the Joint Strike Missile (JSM) Risk Reduction Study for the Norway Ministry of Defence. Efforts include physical fit checks, wind tunnel tests, engineering analysis, and designing and building of an emulator and adapter to determine next steps in integrating the JSM into the F-35 Joint Strike Fighter. Work will be performed in Fort Worth, Texas (70 percent); Arnold Air Force Base, Tullahoma, Tenn. (20 percent); and Kongsberg, Norway (10 percent). Work is expected to be completed in May 2014. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Raytheon Co., Integrated Defense Systems, Portsmouth, R.I., is being awarded a $12,218,916 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-08-G-0013) for specialized test equipment and "golden units" necessary to perform depot level repairs to identified airborne low frequency sonar components in support of the MH-60 aircraft. This effort is targeted to augment the original equipment manufacturer repair capacity, reduce turnaround time, and improve fleet support. Work will be performed in Brest, France (82 percent); Portsmouth, R.I. (12 percent); and Arlington, Va. (6 percent), and is expected to be completed in July 2014. Contract funds in the amount of $7,575,728 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $6,715,050 cost-plus-incentive-fee contract for the design and integration of the AN/APR-39D(V)2 processor using 6U card standards with the appropriate antenna and receiver resources for various Naval Aviation platforms. Work will be performed in Rolling Meadows, Ill. (88.7 percent); Woburn, Mass. (8.2 percent); and Menlo Park, Calif. (3.1 percent), and is expected to be completed in February 2013. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-0043).

ManTech Systems Engineering Corp., Fairfax, Va., is being awarded a $6,678,665 cost-plus-fixed-fee contract for the completion of the Military Flight Operations Quality Assurance Phase I common framework development and integration through initial operational capability. Work will be performed in Lexington Park, Md., and is expected to be completed in December 2013. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-0081).
