MSP Reports for St. Mary's County


LEONARDTOWN, Md. (November 15, 2011)—The Leonardtown Barrack of the Maryland State Police (MSP) released the following incident and arrest reports.

DRUG ARREST: On Wednesday, October 26 at 5:09pm, Tpr. S. M. Ditoto responded to Allison Circle in Mechanicsville for a report of suspicious activity. The complainant advised that there were unknown subjects at the end and appeared to be "scrapping" a vehicle. Upon arrival, Tpr. Ditoto and Tpr. O. Tchi Ngambu made contact with two subjects who were identified by their Maryland Drivers Licenses. One subject, identified as Timothy Henry Mullins, Jr., 33, of Annapolis, attempted to avoid contact with the officers, and was observed attempting to discard a plastic bag that had previously been on his person. The bag was collected by Tpr. Tchi Ngambu and observed to contain multiple bags of packaged CDS. Mr. Mullins was placed under arrest for Possession of CDS - Marijuana and CDS Paraphernalia. He was transported to the St. Mary's County Detention Center where he was charged accordingly and held pending a bond review with the District Court Commissioner. There was no other crime determined regarding the initial call for suspicious activity.

DRUG ARREST: On Thursday, October 27 at 12:22am, TFC N. E. Gresko was on patrol behind a black Honda Civic when he observed the operator discard an item out of the vehicle. TFC Gresko conducted a traffic stop on the vehicle in the area of the Burger King on Maryland Route 246. Upon making contact with the operator, Christian Taylor Chism, 20, of Leonardtown, TFC Gresko was informed that the item thrown from the vehicle was trash. Mr. Chism was asked to exit the vehicle where TFC Gresko was able to conduct a roadside interview. Information provided by Mr. Chism resulted in the search of the vehicle. The search revealed CDS and CDS Paraphernalia in the center console of the vehicle. Mr. Chism was placed under arrest for Possession of CDS and CDS Paraphernalia. He was transported to the St. Mary's County Detention Center where he was charged and held pending a bond review with the District Court Commissioner.

MALICIOUS DESTRUCTION OF PROPERTY: On Thursday, October 27 at 3:00am, Tpr. E. T. Reuschling transported Rockne Albert Jackson, 46, of Lusby, to the St. Mary's County Detention Center for processing on a Driving Under the Influence offense. While at the Detention Center, Mr. Jackson initially caused damage to two articles of State issued property in the possession of Tpr. Reuschling. Mr. Jackson was advised of his additional charges of Malicious Destruction of Property and issued a Criminal Citation and Mandatory Court Appearance Date.

MALICIOUS DESTRUCTION OF PROPERTY: On Thursday, October 27 at 12:27pm, TFC J. S. Gibson responded to the 46000 block of Chapman Drive in Lexington Park for a reported disturbance. Upon arrival, contact was made with Zachary Micah Sawyer, 21, of Great Mills, who advised he was at the location to retrieve items that had been removed from his residence in Great Mills by a female complainant, 44, of Lexington Park. Information provided by Mr. Sawyer and the complainant revealed that it was dispute over property ownership and considered a small claims matter that would need to be addressed in the courts. TFC Gibson advised all parties of the situation and informed Mr. Sawyer to exit the premises prior to clearing the scene. At approximately 1:45pm, TFC Gibson responded back to the address on Chapman Drive for a report of property destruction. Upon arrival, contact was made with the female complainant who advised that following TFC Gibson's earlier response, Mr. Sawyer located her vehicle in the 21000 block of Great Mills Road and caused damage to her tires. While TFC Gibson assisted the complainant and documented the incident, TFC A. J. Malaspina responded to the 45000 block of Edge Mill Court in Great Mills and made contact with Zachary Sawyer. Information provided by Mr. Sawyer and evidence located once contact was made resulted in the arrest of Mr. Sawyer for Malicious Destruction of Property. Mr. Sawyer was transported to the St. Mary's County Detention Center where he was charged accordingly and held pending a bond review with the District Court Commissioner.

DRUG ARREST: On Friday, October 28 at 11:47pm, TFC N. E. Gresko accompanied by Tpr. E. T. Reuschling were approaching the Wawa on Three Notch Road in California when they walked past a Chevrolet Blazer being occupied by a male subject, later identified as Samuel Maynard Baldwin, 22, of Hollywood. Upon passing the vehicle, TFC Gresko detected the odor of marijuana emitting from the vehicle. TFC Gresko made contact with Mr. Baldwin, at which time the intensity of the odor increased. Mr. Baldwin was asked to exit the vehicle, and a probable cause search of his person was performed. Prior to the search being performed, Mr. Baldwin answered questions presented by TFC Gresko in regards to illegal activity and CDS usage. Mr. Baldwin while providing information willing handed TFC Gresko CDS that he was concealing in his hand. Mr. Baldwin was placed under arrest for Possession of CDS and transported to the St. Mary's County Detention Center. He was charged accordingly and held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Monday, November 7 at 3:07pm, TFC R. L. Jackson served an Arrest Warrant (T3-15204) on Wayne Anthony Thomas, Jr., 24, of Leonardtown. The warrant was issued on November 5 by the District Court of St. Mary's County with an original charge of Telephone Misuse: Repeat Calls. Mr. Thomas was located and transported to the St. Mary's County Detention Center where he was processed accordingly and held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Monday, November 7 at 6:55pm, TFC J. G. Fleetwood served a Circuit Court Warrant (T3-8660) and an Arrest Warrant (T3-15072) on Michael Thomas Abell, 36, of Leonardtown. The Circuit Court Warrant was issued for Mr. Abell's arrest on May 7, 1999 for Failing to Follow Conditions of Probation. The Arrest Warrant was issued with an original charge of Malicious Destruction of Property, Failure to Stop After Unattended Vehicle Damage Accident by the District Court of St. Mary's County on August 3. Mr. Abell was located and transported to the St. Mary's County Detention Center where he was served and held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Tuesday, November 8 at 10:01am, Tpr. E. T. Reuschling served a Circuit Court Warrant (T3-15205) on Robert Alan Mandley, Jr., 21, of Charlotte Hall. The warrant was issued by the Circuit Court of St. Mary's County on November 4 as a result of a Grand Jury Indictment for a Third Degree Sexual Offense. Mr. Mandley was located and transported to the St. Mary's County Detention Center where he was served and held pending a bond review with the District Court Commissioner.
