MSP Reports for St. Mary's County


LEONARDTOWN, Md. (Oct. 8) - The Leonardtown Barrack of the Maryland State Police (MSP) today released the following incident and arrest reports.

WARRANT SERVICE: On Tuesday, September 29 at 7:31 am, Dustin Richard Cushman, 23, of California was arrested by Tpr. G. A. Thompson on a Grand Jury Indictment (T3-14034) issued by the Circuit Court in Leonardtown on July 13. The original charge was Possession of Marijuana. Mr. Cushman was transported to the St. Mary's County Detention Center where he is being held pending his bond review with the District Court Commissioner.

DRUG ARREST: On Wednesday, September 30 at 12:40 am, Kenneth Bradley Harper, Jr., 24, of Gloucester, VA was arrested by Tpr. B. Wiesemann for Possession of Marijuana and CDS Paraphernalia. Mr. Harper was operating a white Cadillac on Budds Creek Road in Clements when he was stopped at Horse Shoe Road for an equipment violation. A routine MVA check revealed Mr. Harper's driving privileges are suspended. Mr. Harper was taken into custody. A search incident to the arrest revealed Mr. Harper was in possession of a baggie of Marijuana and a cigar containing Marijuana. Mr. Harper was transported to the St. Mary's County Detention Center where he was held pending a bond review with the District Court Commissioner.

BURGLARY: On Wednesday, September 30 at 5:43 pm, TFC R. B. Rezza responded to the 28000 block of Hill and Dale Drive in Mechanicsville for the reported residential Burglary. Upon arrival, contact was made with the homeowners who advised their residence has been burglarized on Tuesday, September 29 between the hours of 5:00 pm and 6:00 pm. There was no evidence that anything was stolen. During routine neighborhood checks it was discovered that three neighborhood boys, ages 10, 13, and 16 climbed the fence in the back yard and went to the rear sliding glass door and opened the door and the victim's dog ran from the residence. At that point, the boys left the yard and returned to their residence. The 16 year old juvenile was located at his residence and transported to the Leonardtown Barrack where he was processed and charged with 3rd and 4th Degree Burglary and Trespassing. The 13 year-old and 10 year-old juveniles were transported to the Leonardtown Barrack by their mother and they also were processed and charged accordingly and released back to the custody of their mother pending further action of Juvenile Services.

FORGERY & THEFT SCHEME: On Wednesday, September 30 at 7:13 pm, Chester Elwood McMahan 4th, 28, of Lexington Park was arrested by Tpr. M. J. Pitcher for the reported Forgery and Theft Scheme under $100.00. Tpr. Pitcher responded to the McKay's Food Store at 46075 Signature Lane in Lexington Park for the reported Theft. Upon arrival, contact was made with the male employee, 55 who advised the suspect, Mr. McMahan was in possession of checks from a family member's checkbook and attempting to forge the family member's signature and purchase groceries. Mr. McMahan was taken into custody and transported to the St. Mary's County Detention Center where he was held pending a bond review with the District Court Commissioner.

ASSAULT 2ND DEGREE: On Thursday, October 1 at 8:06 pm, TFC R. B. Rezza responded to the 43000 block of Sunny Ridge Lane in Hollywood for the reported Assault. Upon arrival, contact was made with the male complainant, 45, of Hollywood. He advised he had gotten off his boat at the Joy Point Marina in California and was attempting to leave the area when he was approached by the suspect, Matthew William Briscoe (aka: Richard Thomas Kozek), 47, of California. An argument ensued over the suspect's dog. The victim was pushed to the ground and the suspect grabbed a wood splitting maul and threatened the victim with it. The victim went home where he reported the incident to the Maryland State Police. TFC Rezza interviewed a male witness, 53, of Loveville who confirmed the victim's story. TFC Rezza and TFC Moore went to the suspect's residence and interviewed him about the incident. The suspect identified himself as Matthew William Briscoe, 47, of California but could not produce any identification. Mr. Briscoe was transported to the St. Mary's County Detention Center where he was fingerprinted and was identified by the FBI as Richard Thomas Kozek of Florida. Mr. Kozek provided false identity to avoid apprehension as Mr. Kozek had two outstanding open warrants in Florida which were both CDS related Trafficking and Cultivation of Cannabis. Mr. Kozek is being held in the St. Mary's County Detention pending his appearance before the court on the charges of Assault 2nd Degree, Open/Carry Deadly Weapon, False Statement to Police Officer and Hindering Police Investigation. Florida will Extradite Mr. Kozek from Maryland once local charges have been satisfied.

DRUG ARREST: On Friday, October 2 at 12:48 am, Steveland Morris Penn Stewart, 24, of Lexington Park was arrested by TFC C. M. Evans for Possession of Marijuana and CDS Paraphernalia. Mr. Stewart was a passenger in a white Buick when it was stopped for Failing to Drive in a Single Lane. The traffic stop was located on Kingston Creek Road in California. Upon contact with the driver, a strong odor of burnt Marijuana was emitting from the vehicle. Mr. Stewart was found to be in possession of a plastic bag of Marijuana. Mr. Stewart was taken into custody and transported to the St. Mary's County Detention Center where he was held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Friday, October 2 at 2:00 am, Kendra Nicole Brooks, 22, of Great Mills was arrested by TFC C. M. Evans on an outstanding Bench Warrant (T3-14071) for Failing to Appear in District Court in Leonardtown on August 7. The original charge was Driving on a Suspended License. She was taken to the St. Mary's County Detention Center where she was held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Friday, October 2 at 1:36 pm, Jeremy Patrick Via, 38, of Colonial Beach, VA was extradited from Rappahanock Regional Jail in Stafford, Va on two outstanding Arrest Warrants (T3-13984) and (T3-14010) issued in the District Court in Leonardtown. The original charges were Unauthorized Removal of Property and Theft over $500.00 respectively. Mr. Via was transported to the St. Mary's County Detention Center where he was held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Friday, October 2 at 6:54 pm, Windell Curtis Niles, 43, of St. Inigoes was arrested by TFC E. M. Evans on a Charles County Arrest Warrant (T3-14137) issued on September 28. The original charges are Attempted Theft under $100.00 and Theft under $100.00. Mr. Niles was apprehended after a routine traffic stop at Pegg Road and Westbury Blvd. in Lexington Park. Mr. Niles was transported to the St. Mary's County Detention Center where he was held pending a bond review with the District Court Commissioner.

DRUG ARREST: On Sunday, October 4 at 11:46 pm, Tpr. G. A. Thompson observed a black Ford F-150 traveling sound bound Point Lookout Road in Callaway exceeding the posted speed limit. The vehicle turned onto Piney Point Road and then turned into the Callaway Center and drove to the rear of Food Lion where the vehicle was stopped. Contact was made with the driver, David Wayne Howell, 41, of Leonardtown as he exited the vehicle. A strong odor of an alcoholic beverage was emitting from his breath. Mr. Howell was placed under arrest after completing the field sobriety tests in an unsatisfactory manner. Mr. Howell was found to be in possession of an Oxycodone pill. Mr. Howell was transported to the St. Mary's County Detention Center where he was held pending his bond review with the District Court Commissioner.

WARRANT SERVICE: On Tuesday, October 6 at 5:15 pm, Josh Mark Stafford, 23, of Lusby was arrested by Tpr. N. E. Gresko on an outstanding Bench Warrant (t3-14143) for Failing to Appear in District Court in Leonardtown on October 2. The original charges are Driving on a Suspended License and DUI/DWI. Mr. Stafford turned himself in at the Leonardtown Barracks and was transported to the St. Mary's County Detention Center where he was held pending a bond review with the District Court Commissioner.

WARRANT SERVICE: On Tuesday, October 6 at 6:45 pm, Larry Wayne Adkins, Jr. 25, of Hollywood was arrested by Tpr. N. E. Gresko on an outstanding Circuit Court Warrant (T3-14131) for Failing to Follow Conditions of Probation. The original charge was possession of a handgun. Mr. Adkins was taken into custody at his residence in Hollywood and transported to the St. Mary's County Detention Center where he was held pending his court appearance.
