10/31/05 5:17 p.m. TFC J. Zimmerman was off duty at the Red, Hot and Blue Restaurant in Waldorf when he noticed the odor of burnt marijuana.
He observed Robert Louis Zilch, 20 years, of Waldorf, and Justin Lee Schoen, 19 years, of Hanover, smoking suspected marijuana in the parking lot. TFC J. Scott responded to the scene and arrested the two men.
Mr. Zilch and Mr. Schoen were charged with possession marijuana, and possession of drug paraphernalia. They were incarcerated in the Charles County Detention Center pending a bond review.
