On October 7, 2005 Joseph Franklin Morgan of Mechanicsville, St. Mary's County was served with a criminal summons charging document by Deputy Shawn Cathcart of the St. Mary's County Sheriff's Office. The criminal charging document was filed through the District Court Commisioner charging Mr. Morgan with two counts of Indecent Exposure for an incident that occurred on or about September 28, 2005.
