Mr. Weller arrived at a previously agreed location where he was sold a quantity of placebo packaged to represent Oxycontine. After the sale had been completed, Jeremy Weller and a second subject identified as Lawrence Fornier, were stopped leaving the location of the sale and arrested. Both were charged with Possession of a non-controlled substance that the person reasonably believes is a controlled dangerous substance (CR 5-618).
