Elaine Koogler, age 69, of Prince Frederick, MD died March 16, 2011 at Georgetown University Hospital. She was born October 29, 1941 in Washington, DC to Louis and Amy (Brooks) Koogler.

The family moved many times due to Mr. Koogler's work but settled in Martinsville, VA. Elaine graduated from Martinsville High School and received a Bachelor of Arts Degree in Far Eastern Art History from the College of William and Mary and a Master's Degree from Virginia Commonwealth University. Elaine was a computer software instructor most recently with Westlake Technology Company until retiring in 2009.

She was married to Philip James Garm, her companion of thirty years, in Prince Frederick, MD December 20, 2002.

Elaine was a volunteer with the American Cancer Society and was active in Calvert County Relay for Life, a member of the Society for Creative Anachronism and a member of the Calvert County Democratic Party. Surviving are her husband Jim Garm of Prince Frederick, MD and a sister Cindy Bryant and her husband Will of Williamsburg, VA.
