Dr. Mark R. Frazer, a devoted father, grandfather, brother, and cherished member of the Calvert County community, passed away on February 4, 2025, at the age of 84. A man of distinction, kindness, and unwavering dedication, he left behind a legacy of service, leadership, and compassion that touched the lives of many. His remarkable career spanned over five decades as a highly respected dentist and a dedicated public servant.

Dr. Frazer demonstrated leadership from an early age. Growing up in Washington, D.C., he was elected President of the Sousa Junior High School Class of 1955 and later served as President of the Anacostia High School Class of 1958. In 1962, he became President of his fraternity, Phi Gamma Delta, before graduating Phi Beta Kappa from the University of Richmond with a degree in biology. He went on to earn his Doctor of Dental Surgery degree Cum Laude from Georgetown University School of Dentistry. A member of Omicron Kappa Upsilon and Alpha Sigma Nu, he was also honored with the John P. Burke Memorial Award for Excellence in Restorative Dentistry.

Following a one-year internship and two years of active duty in the U.S. Air Force Dental Corps, where he achieved the rank of Captain, Dr. Frazer entered private practice in Prince Frederick, Maryland. He faithfully served the dental community through leadership roles, including President of both the Southern Maryland Dental Study Club and the Academy of General Dentistry Annapolis Chapter. He also chaired numerous committees within the Maryland State Dental Association and the Southern Maryland Dental Society, making a lasting impact on the profession. Dr. Frazer was especially proud of his appointment by Governor Harry Hughes to serve on the Maryland Dental Board of Examiners from 1979 to 1987.

Beyond his dental career, Dr. Frazer was a dedicated public servant. He was elected to the Calvert County Board of County Commissioners in 1986, later serving as Vice President of the board. He was re-elected to a second term on the Board of County Commissioners in 1994. His passion for civic engagement continued when he became Mayor of the Town of North Beach in 1998, serving multiple terms until 2018. He served as President of the Maryland Municipal League from 2003 to 2004, reflecting his commitment to statewide leadership. His tenure as mayor was marked by a steadfast commitment to revitalizing the town and enhancing the quality of life for residents.

In addition to his professional and political accomplishments, Dr. Frazer was deeply involved in charitable and civic organizations. He served on the Administrative Board of Huntingtown United Methodist Church, the Board of Directors for the Huntingtown Volunteer Fire Department, Calvert Memorial Hospital, the Calvert County Nursing Center, and the Calvert County Chamber of Commerce. He served as Vice President of the Board of Directors of Calvert Adult Day Care, Inc., President of the Calvert Hospice Advisory Council, a member of the Calvert County Christmas in April Board of Directors, and a member of the board of Friends of Calvert Hospice. He served as a member of the State of Maryland Judicial Nominations Commission for Calvert and St. Mary's Counties and as a commissioner on the Maryland Higher Education Commission. Dr. Frazer most recently assisted the Calvert County Library Foundation Board in a fundraising campaign for their new branch in North Beach.

Above all, Dr. Frazer was a loving and devoted family man. He found immense joy in spending time with his children and grandchildren, always offering a kind word, a warm smile, and his ever-present humble spirit. He was predeceased by his beloved wife, Mary Mattingly Frazer, whom he cared for with unwavering devotion during her battle with cancer.

Dr. Frazer is survived by his children, Suzanne (Charles) Hardisty of North Beach, Linden (John) Re of Averill Park, NY, and David (Terri) Frazer of Raleigh, NC; his grandchildren, Sean, Kayla, Rebecca, Delany, Michael, Duncan, Marley, Lily, and Ellie; and his siblings, Duncan (Mickie) Frazer and Sally Klein.

Services will be held at Rausch Funeral Home in Owings, MD, on Sunday, February 9, 2025, from 10 a.m. to 2 p.m., followed by a Celebration of Life at the North Beach Volunteer Fire Department in Chesapeake Beach, MD.

In lieu of flowers, the family requests that donations be made to Hospice of the Chesapeake, in honor of the compassionate care provided to his late wife.

Dr. Frazer will be remembered as a distinguished leader, a dedicated friend and advocate, and above all, a kind and stellar human being whose legacy will continue to inspire generations to come.
