Phelicia Clark Boyer was the fifth of seven children born to the late James W. Clark, Sr., and E. Elnora Clark. She was born in Bryans Road, Maryland on March 25, 1930 and departed this life on June 19, 2015.
Phee, as she was affectionately known, received her education in the Charles County Public Schools system, graduating from Pomonkey High School in 1946. She received further education at Maryland State Teacher's College in Bowie, Maryland (now Bowie State University). After college, Phelicia began working at the Naval Ordnance Station in Indian Head, Maryland, where she met Ralph Llewellyn Boyer. They married in 1954 and briefly lived in Accokeek. Phee and Lou later built a house in front of her parents' home in Bryans Road, where they raised five children. She was a life-long member of Metropolitan United Methodist Church, where she was a member of the United Methodist Women, the Pastor Parish Relations Committee, and the Administrative Board, and more recently served on the Finance and Membership Committees. Phelicia spent her entire working career at the Naval Ordnance Station and retired in 1987 after more than 30 years of service. After retirement, she became an active member of the Western Charles County chapter of the National Active and Retired Federal Employees Association and served as a benefits advisor at the Retirement Assistance Center in Indian Head. She also volunteered as a census taker and a poll worker for several presidential and general elections. In 2010, after more than 20 years of volunteer service, she was recognized and honored for her civic achievements and inducted into the Maryland Senior Citizens Hall of Fame. Phelicia will be remembered for her dedication to her church, her love of music, and her unwavering sense of humor. She was preceded in death by her parents; husband Ralph Boyer; sisters Jeanette Thurmond and Sophonia Gaston, brother James W. Clark, Jr.; brothers-in-law, Lennie Thurmond, John Sechrest, and Henry Langford. Phelicia leaves to cherish her memories, children, Bernard Boyer, Nyanda Dutch-Malik (neé Beverly Boyer) and husband Tsaka Dutch-Malik, Gregory Boyer and wife Dana Boyer, Clark Boyer, Lucretia Boyer and husband William Evans; special grandson that she raised, Johnny Rossestos, Jr.; sisters Elvira Langford, Winifred Sechrest, and Willa Mae Parker; grandchildren Julian Boyer Glass, Sara Lawler, Adrian Boyer, Amanda Boyer, and Aja Boyer; sisters-in-law, Edna Clark and Sara Rembert; brother-in-law Everett Parker; and a host of nephews, nieces, cousins, and friends. Her viewing will be held on Tuesday, June 23, 2015 from 9am until time of service 11am at the Metropolitan United Methodist Church, 3385 Metropolitan Church Road, Indian Head, MD 20640.
