Rose was born July 29, 1939 in Waldorf to the late Reginald Ralph Garner, Sr. and the late Hazel Cecelia Cooksey. In addition to her parents, she is predeceased by her younger brother, Reginald Ralph Garner, Jr.; her late husbands, Peter John Robson and Joel Clinton Tedder; and her late sister-in-law, Louise Perrie Garner.

She is survived by her loving and devoted companion, Gene Mori; her daughters, Laura Robson Paulk and her husband Doug and Paula Robson Mudd and her husband John Jr.; her brother, Wallace Ralph Garner; her sister, Sandra Garner McNulty and her husband Harold; and grandchildren, Whitney Paulk, Meagan Paulk and her husband Dustin Morris, Miranda Mudd, Melissa Mudd, Jennifer Mudd, and John F. W. Mudd. Also survived by numerous nieces, nephews, and friends.

A lifelong resident of Charles County, she attended the old Waldorf Elementary School and graduated from La Plata High School in 1957 where she was voted best dressed and labeled "man killer" by her fellow classmates. After graduation, she began working for the U.S. Federal Government for over 30 years and along with her second husband, Joel, retired from the U.S. Air Force Andrews AFB in 1995. In 2007, she enjoyed her 50th class reunion and was able to reconnect with many of her former friends and classmates.

Rose loved her children and family more than anything. She loved to travel and possessed the most beautiful handwriting. In the 1980's, she was hired by the White House Social Office to address formal invitations from the President and First Lady. Rose was generous to a fault, never knew a stranger, and possessed the most beautiful loving spirit.
